How you make a difference in this role:
This position is within the SNAP/EBT Unit of TDHS Division of Family Assistance and is responsible for oversight and leadership of the SNAP Employment & Training, SNAP Nutrition Education, and SNAP Outreach subprograms. The SNAP/EBT Unit is an Alternative Workplace Solutions team and the Program Director 1 will be housed at State Office.
The Program Director 1 supervises two Program Coordinators and is responsible for administration of the above program areas, including: policy development, federal reporting, contract development and monitoring, and human resources. The position serves a statewide population and understanding of these cultural elements is a must.
The Department seeks a candidate with a proven ability to forge and maintain strong relationships with both staff internally and community partners externally. The Program Director 1 must maintain a focus on continuous quality improvement, be performance driven, provide rapid response problem solving, and manage staff relationships in such a way as to promote individuals and professional growth amongst the team. This position will report to the Program Director 4 (State SNAP Director).
Key Responsibilities:
- Supervises a team of two Program Coordinators.
- Primary responsibilities center on administration of three subprograms within one of the Division’s major programs, Supplemental Nutrition Assistance Program (SNAP): SNAP Employment & Training, SNAP Nutrition Education, and SNAP Outreach.
- Maintains and strengthens relationships with TDHS staff, enterprise staff (such at TN Department of Labor and Workforce Development), and external community agency partners to ensure outcomes for program areas are met.
- Maintains current knowledge of all relevant state and federal laws, rules, and regulations, including those of the program’s federal funding partner, for compliant program administration.
- Collaborates with community partners to develop deliverables that are clearly defined, measurable, and correspond to program objectives, outcomes, and requirements.
- Maintains a focus on continuous quality improvement, be performance driven, provide rapid response problem solving, and manage staff relationships in such a way as to promote individuals and professional growth amongst the team.
Minimum Qualifications:
- Graduation from an accredited college or university with a bachelor’s degree and experience equivalent to five or more years of full-time professional work in one or more of the following fields: social services, human services, public administration, auditing, accounting, and/or social services grant coordination.
- Four or more years professional-level experience in program administration or a closely related activity.
- Two or more years supervising or managing human services or other social services program staff.
- Demonstrated ability to analyze complex federal and state regulations and program requirements.
- Prior experience managing large budgets, contracts, and provider agreements.
- Experience communicating and presenting information to large groups, including stakeholders, community partners, and customers.
- Exceptional written and verbal communication skills.
