Title: Director of Purchasing

CHARACTERISTICS OF THE CLASS:

Under general direction, is responsible for overseeing the operations of the Purchasing Department and is responsible for directing and coordinating the review and monitoring of the Park District's M/WBE Program. Performs related duties as required.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Develops goals and objectives for the operations of each of the divisions in the department. Supervises division heads to ensure that the goals and objectives are achieved within the established timelines. Institutes policies and procedures for each division within the department. Develops organizational structures and selects staff to manage those areas of responsibility. Develops and implements new purchasing initiatives. Interfaces with other department heads and senior staff to facilitate problem solving and planning for initiatives that affect or are affected by the Purchasing Department. Prepares the department budget and develops rules and procedures for the operation of the department.

Enforces the provisions of all contracts within the Director's jurisdiction to ensure compliance with the specifications of the contract. Assures that the bidding process conforms to internal District guidelines and the Park District Code, Chapter XI (November 19, 1999). Develops and implements uniform contract monitoring and compliance systems. Monitors the District's M/WBE program. Supervises and directs staff performing contract compliance review and monitoring duties.

DESIRABLE MINIMUM QUALIFICATIONS:

Training and Experience:

Bachelor's Degree in Business, Finance or Accounting plus five years of professional management responsibilities in purchasing, including use of computerized purchasing systems, or an equivalent combination of education and experience is required.

Knowledge, Skills and Abilities:

Knowledge of purchasing and contract principles. Knowledge of laws and regulations governing municipal purchasing. Strong knowledge of computerized purchasing systems and new purchasing technology (e.g. bar coding). Computer skills including WordPerfect, Windows, Excel. Supervisory and management skills.

PHYSICAL DEMANDS AND WORK ENVIRONMENT:

General work area is indoors, in a smoke-free environment, with controlled temperature and fluorescent lighting. Perform tasks that involve use of hands to finger, handle or feel, reaching, walking, bending, stooping, standing, kneeling, climbing, reaching and sitting. Performs lifting tasks up to 25 pounds.
