As a teammate on the broader SCA Health HR team, this position will serve as the primary partner between the local hospital and the HR/Payroll Centers of Service to meet local needs and to ensure that operational expectations are met. The Hospital HR Director is responsible for applying business knowledge and human resources expertise that support our teammates, leaders, and organization; by providing excellent customer service while fostering a lawful work environment that aligns with SCA’s mission, vision, and values.

They will serve as a member of the Hospital Core Leadership Team (CLT) and are a resource to help guide and support leadership and teammates throughout their employment experience.
In this role, this HR leader must exemplify and display actions and behaviors that will foster a positive work environment and create confidence in those they support through strong leadership skills and delivering results at a high standard. They are responsible for interacting with all levels of teammates within the SCA Health organization as well as on occasion interact with patients, providers, guests, visitors, volunteers, and vendors at Treasure Valley Hospital.
To be successful in this role, they must exemplify the highest level of professionalism and have excellent communication skills as they will be the local HR leader responsible for all aspects of HR operations at a local level through the support and utilization of SCAH HR/Payroll centers of service. This role will also require direct supervision of other local HR teammates.
Essential Functions
Leads and ensures highest performance standards are met with any direct reports they supervise with HR at Treasure Valley Hospital.
Serve as the primary partner with SCA Health HR/Payroll Centers of Service (COS), ensuring new and existing operations are utilized at Treasure Valley Hospital to provide the hospital with excellent HR services. For all COSs listed, the HR Directors should serve as local knowledge owner and are expected to utilize and guide the hospital through appropriate channels to support any actions needed. This includes:
Teammate Service Center:
- Direct local leaders and teammates to utilize this self-service tool whenever possible to find answers and request additional support for all HR/Payroll COS, i.e., Performance Action Notification requests, involuntary terminations, payroll questions, etc.
- Work cases assigned to completion within the Service Level Agreement (SLA) timeframe
Teammate (Employee) Relations:
- Provides counsel to all levels of the organization regarding any reported concerns about their employment experience. Investigates complaints using the established SCA Health HR practices bringing such concerns to resolution
- Evaluates and is a part of the approval process for all disciplinary action involving teammates up to and including involuntary terminations, using the appropriate SCA Health processes and procedures. Understand and advise on local turnover
- Conducts applicable training with teammates regarding Human Resources practices, regulatory compliance, applicable employment laws, and other HR related best practices and SCA Health policies. Will need to stay current on all local/state employment laws impacting the hospital and ensure compliance is realized.

- Adheres to established facility / departmental safety requirements and procedures to ensure a safe working environment
Talent Acquisition and Onboarding:
- Must have broad understanding of the hiring processes and needs of the hospital to assure alignment with EEOC on hiring practices and staffing needs of the local hospital are realized. This includes a strong partnership with SCA Health TA&O function and applicable compliance teams.
- Responsible for working with local leaders and SCA Health TA&O on job postings, advertising (including tracking effectiveness), candidate screenings, job offers, pre-hire processes and local onboarding throughout the hiring process.
- Guides and supports leadership on staffing plans and strategies
- Demonstrates sound interviewing and selection skills, including understanding of departmental duties and needs. Adheres to established salary guidelines
- Ensures all hiring tasks are completed efficiently and timely including overseeing new hire onboarding and orientation.
Payroll and Timekeeping:
- Oversees bi-weekly timekeeping and assures this reported accurately and timely, serve as point of contact for payroll compliance
Compensation:
- Ensures fair and equitable pay practices are applied at a local level, support and lead annual compensation planning, address local salary concerns including compensation offers to new hires
Benefits:
- Leader of local benefit plan design review, strategy, implementation of new benefits and benefit effectiveness. Supports benefit administration and teammate education during annual enrollment and ongoing as needed by being knowledgeable about benefits plans and where to direct teammates for additional support
Absence Management:
- Facilitate partnership with absence management vendor, leaders and teammates impacted by leave and/or disability needs
Learning & Development:
- Ensures compliance with all local and company training requirements and addresses compliance gaps with Learning & Development and local leadership.
- Serve as point person for EXI biannual survey including review of results and applicable action planning based on results.
- Bring local training to facility when applicable, including partnership with SCAH L&D team to advance leadership development training at Treasure Valley Hospital
Diversity, Inclusion and Belonging:
- Bring awareness to DIBs activities to encourage local teammate engagement
Other Administrative Duties:
- Oversee and ensure the completion of any administrative duties associated with the HR function
- Organizes and maintains appropriate recordkeeping programs for department and facility orientation materials, training, benefits, certification/licensure, teammate incident and disciplinary documentation, Workers’ Compensation, etc. in an appropriate manner

Position Requirements:
- Bachelor’s Degree in Business Administration or Human Resources Management
- 5 or more years of broad Human Resources experience including at least 2 years of previous management experience as well as experience working as an HR business partner
- Experience in Healthcare industry (strongly preferred)
- PHR, SPHR, or SHRM-CP or SHRM-SCP (strongly preferred)
Skills and Abilities:
- Managerial experience in a Human Resource function, preferably in a medical setting
- Excellent written and verbal communication skills
- Strong ability to develop staffing, recruitment, and retention plans
- Policy interpretation for all levels of staff and management
- Excellent group presentation skills: ability to organize and implement training functions; ability to communicate effectively to both internal and external audiences
- Knowledge of all laws/regulations that pertain to a workplace environment including, but not limited to Equal Opportunity Employment, Workers’ Compensation, Unemployment, etc.
- Knowledge of state and federal personnel record keeping requirements
- Sound judgment and time management skills
- Ability to provide sound and consistent counsel to teammates and leaders regarding performance and procedural issues; develop appropriate action plans as needed
- Expertise in handling highly confidential information
- Knowledge of The Joint Commission Hospital Accreditation Standards / Accreditation Association for Ambulatory Health Care, and other regulatory agencies with healthcare oversite.
