The State of Connecticut, Department of Correction (DOC), has an exciting opportunity for a Director of Enterprises in our Correctional Enterprises unit.

About us
Correctional Enterprises of Connecticut (CEC) is a self-funded unit within the Administration Division of the State of Connecticut, Department of Correction. CEC’s programs offer inmates opportunities to be productive, learn new hard and soft skills, be accomplished and responsible, thus aiding in the overall growth of the individual and aiding in the safety and security of the agency. This is accomplished through voluntary inmate participation in CEC’s various production shops (including but not limited to: metal fabrication, furniture and upholstery, textiles, graphic arts, plastic bags, print shop, laundry and marker plates). Participation in these inmate jobs helps to reduce prison idleness, instill work ethic, promote technical and work readiness skill development and assist in the successful reentry of offenders back into society.


Correctional Commissary services are provided under the umbrella of the Correctional Enterprises of Connecticut and administered by the Director of Correctional Enterprises, encompassing correctional commissary staffing as well as employing approximately 130 offenders in receiving, maintaining and disbursing inventory exceeding 500 stock items, generating sales for Commissary operations exceeding $14.5 million yearly.

Position highlights
This is a senior management position responsible for planning, development, management and administration of the operations of correctional enterprises’ manufacturing and services programs, and the correctional commissary. This position coordinates the production and fulfillment/delivery of goods and services to all of the department’s correctional facilities and inmates, as well as to non-profit organizations statewide.

Responsibilities may include:
  • Planning, developing and coordinating sales, production, distribution and marketing of a wide variety of manufactured goods and services and products and services purchased through contracted vendors for resale through the departments enterprise programs;
  • Formulating and recommending programs, contracts, policies and procedures for improvement and cost reduction of existing products and/or processes and development of new products and services;
  • Recommending operating policies in areas of inmate assignments, plant standards and production and distribution of products consistent with overall department objectives;
  • Expanding current market share and investigates other markets for inmate produced and consumed goods;
  • Coordinating CEC programs and activities with the department’s other reentry and vocational education programs;
  • Acting as liaison between the department and enterprises, state regulatory agencies and coordinates enterprise programs with other programs in same area, such as the commissary;
  • Selecting and assigning all State staff for enterprises and approves or delegates approval of all inmate labor assigned to programs within Correctional Enterprises;
  • Administering the Agency’s Correctional Enterprises Unit, which provides agency personnel and other state agencies with pertinent information regarding inmates’ account activity as well as goods for sale;
  • Preparing and managing budgets and managing CEC and Commissary finances; and
  • Performing related duties as required.
Commissary Services is a self-funded operation, within Correctional Enterprises, comprised of three District Commissaries, which services all agency facilities and inmates. They are located as follows;

District One: MacDougal Correctional Inst. 1153 East Street South, Suffield, CT 06080

District Two: Cheshire Correctional Inst. 900 Highland Ave., Cheshire, CT 06410

District Three: York Correctional Inst. 199 West Main Street, Niantic, CT 06357

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Correction this class is accountable for the development and administration of all revenue generating operations within the Correctional Enterprises Division.

EXAMPLES OF DUTIES

  • Directs staff and operations of the Correctional Enterprises Division;
  • Plans, develops and coordinates production and marketing of a wide variety of manufactured goods produced under department enterprise programs;
  • Formulates and recommends programs for improvement and cost reduction of existing products and/or processes and development of new ones;
  • Recommends operating policies in areas of inmate assignments, plant standards and production and distribution of products consistent with overall department objectives;
  • Expands current market share and investigates other markets for inmate produced goods;
  • Acts as liaison between department and enterprise regulatory agencies and coordinates enterprise program with other programs in same area;
  • Selects and assigns all staff for enterprise work programs in department;
  • Leads the recruitment and hiring of staff, including outreach, interview and selection;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Ten (10) years of experience in manufacturing.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Four (4) years of the General Experience must have been in a managerial capacity.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training may be substituted for the General Experience on the basis of fifteen (l5) semester hours equalling one half (l/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

PREFERRED QUALIFICATIONS

  • Experience administering and directing a multi-faceted organization with ability to apply management principles and practices; modern concepts of industrial, business and/or enterprise management; principles and practices of marketing and salesmanship;
  • Experience identifying prospective customers, and generating sales leads from new and existing customers;
  • Experience collaborating with colleagues, senior management and externally with entities such as colleges, state and federal agencies, and municipalities and nonprofit organizations;
  • Experience in identifying and tracking metrics and measures of success to support implementations and/or identify opportunities to course correct.
  • Experience using cost accounting principles, industrial budgeting and cost control techniques and experience in preparing and utilizing financial statements.
  • Experience supervising staff in a multi-discipline environment;
  • Experience negotiating with customers for the purchasing of products;
  • Experience with Microsoft Office - Word to develop letters, quotes and weekly sales reports, and Excel to create spreadsheets, experience with accounting software (such as Quick Books); and
  • Experience allocating resources in a fiscally responsible manner to support the organization’s mission and business priorities.
