In this member, provider and employee centric, mission driven healthcare organization, the Director of Human Resources leads human resources practices and objectives that create an employee-oriented, high performing culture that emphasizes a focus on our members, an inclusive and diverse work environment and a culture of engagement, empowerment, quality and productivity. The Director is a champion for equity and leads key functions of Human Resources including Employee Relations, Talent Acquisition, HR Administration, Benefits, Wellness, Compensation, EEO/AA, Employee Engagement, HRIS and works in collaboration with the Office of Diversity, Equity & Inclusion as well as Learning & Development. This leadership role is responsible for consulting with Neighborhood’s leadership team to continually strengthen organizational effectiveness and employee engagement through an equitable lens. Reporting directly to the CHRO, VP of Human Resources and Administration, this is both a strategic and hands on management position supervising a staff of professional exempt and non-exempt employees. Human Resources reports up through the Chief Diversity Office/Office of Diversity, Equity and Inclusion.

Duties and Responsibilities:*

  • Leads and manages HR administration, to include policies and procedures, legal and regulatory compliance, benefits communication and enrollment, compensation administration, employee relations, HR information systems and HR communications.
  • Recommends and implements strategies for organizational development and human resources best practices.
  • Partners closely with Learning & Development to create, implement and maintain employee programs that foster growth, development and ongoing learning.
  • Develops an employee-oriented organization culture that emphasizes continuous improvement, teamwork, high performance and quality.
  • As a federal contractor, ensures organizational conformation with applicable state and federal regulations and statutes as well as organizational procedures and policies; partners with management to communicate Human Resources policies, procedures, programs and laws.
  • Acts as a change agent in the organization and in concert with managers helps employees more readily adapt to changing organizational conditions.
  • Partners with managers to develop and attain effective recruiting, retention and development strategies.
  • Ensures that the HR function facilitates organizational goals; ensures swift HR response to organizational challenges.
  • Keeps current on organizational and industry issues, skills and practices and translates this knowledge into HR consulting and administration.
  • Develops and administers programs, procedures and guidelines to help align the workforce with the strategic goals of the company.
  • Oversees Human Resources staff and encourages their ongoing development.
  • Develops and monitors annual budget
  • Leads the development of department goals, objectives, and systems; establishes departmental measurements that support the accomplishment of the company's strategic goals.
  • Determines and recommends employee relations practices necessary to establish a positive employer-employee relationship and promote a high level of employee morale and motivation.

  • Corporate Compliance Responsibility - As an essential function, responsible for complying with Neighborhood’s Corporate Compliance Program, Standards of Business Conduct, applicable contracts, laws, rules and regulations, policies and procedures as it applies to individual job duties, the department, and the Company. This position must exercise due diligence to prevent, detect and report unlawful and/or unethical conduct by fellow co-workers, professional affiliates and/or agents

Qualifications
Required:

  • Bachelor’s Degree in Business Administration, Human Resources or related field
  • 5+years’ experience in Human Resources with a strong generalist background
  • 3+ years’ experience managing and motivating staff
  • Intermediate to advanced knowledge/experience required in compensation and benefit functions
  • Strong operational knowledge of HR function
  • Experience/understanding of federal contractor compliance requirements
  • Strong influence without authority skills
  • Tech savvy; solid knowledge of HRIS and other HR technologies
  • Strong advocacy skills; understanding of and ability to maintain positive employee relations
  • Experience consulting and partnering with middle and senior management to achieve continuous improvement in organizational effectiveness
  • Exceptional communication skills to include interpersonal, writing skills and presentation skills
  • Project Management Experience

Preferred:

  • PHR, SPHR, CCP, CP, SCP or other HR certifications
  • Experience leading an overall HR function
  • Healthcare or Health Insurance experience
