Responsible for proposing, directing, and managing budgets associated with the capital design functions of the system. Directs and coordinates the work of the architectural and engineering design project management team. Responsible for the completion of capital projects according to established schedules, within approved budgets, and in compliance with applicable ordinances, codes, regulations, standards, etc. Represent the system as needed with State and local agencies, as well as with other system officers, directors, and administrators. Frequently communicates with school leaders, community leaders, and partners regarding system plans and projects. Formulates and enforces standards for construction and alteration of public-school facilities throughout the jurisdiction.
- Serves as a member of the leadership team in the Facilities Department responsible for providing technical and administrative leadership and oversight of school and facilities design activities. Works integrally with the Director of Construction to provide wholistic oversight of capital design and construction projects.
- Supervises professional and support staff in the management of capital design projects.
- Reviews design construction documents for fiscal and technical sufficiency. Consults with contractors, architects, or engineers regarding technical and administrative construction or renovation problems and their resolution.
- Evaluates the condition of schools and makes recommendations for facilities improvement projects. Provides technical information and recommendations regarding planning, design and construction or renovation of school facilities. Researches, formulates, and enforces standards for design, materials, and quality of construction and alteration of public-school facilities.
- Performs fiscal management responsibilities associated with formulating capital budgets; hiring architect/engineering consultants and other contractors; reviewing and processing payment invoices; ensuring project cost stability; analysis of bids and contractors; developing an annual operating budget for the design unit operations; and maintaining accurate records of expenditures and commitments.
- Ensures user and community involvement in capital facilities projects.
- Represents Baltimore City Public Schools in obtaining bids.
- Creates and manages department budget for area of responsibility. Plans and controls staffing, and performs other human resources, finance, and payroll related functions for assigned employees.
- Manages assigned teams in the development, design, review, implementation and periodic re-evaluation of project plans and strategies to support the achievement of the departmental goals and objectives.
- Provides appropriate supervision, mentoring and professional growth and development opportunities to assigned staff. Such responsibility includes the development and implementation of professional growth plans to include keeping abreast of current developments, literature, and technical sources of information.
- Ensures the provision of quality products and services throughout the lifecycle of assigned projects. Leads teams in the design, development, implementation, monitoring and documentation of quality and reliability improvement plans and procedures. Confers with and advises subordinates on administrative policies and procedures, technical problems, priorities, and methods.
- Performs and promotes all activities in compliance with equal employment and nondiscrimination policies; follows federal laws, state laws, school board polices and the professional standards.
- Bachelor's degree in architecture, engineering, construction management, business management, or a related field from an accredited college or university.
- Ten (10) years practical experience in architecture, engineering, or construction management, including project management for multiple, concurrent facilities design and construction projects required.
- Possession of a valid Professional Engineer or Architect's license issued by the State of Maryland Board of Professional Engineers and Land Surveyors.
- Valid class C non-commercial driver's license.
- Thorough knowledge of architectural and engineering design, construction or installation, and operating considerations associated with architectural and electrical or mechanical systems.
- Thorough knowledge of applicable building codes and standards, ordinances, and regulations.
- Proficient skill in the use of personal computers and relevant design and office applications.
- Good interpersonal, presentation, oral and written communication skills.
- Ability to prioritize ongoing and multiple projects, to address multiple tasks, technical issues, and contingencies at the same time.
- Ability to establish and maintain effective working relationships with consultants, contractors, and Baltimore City Public Schools personnel at all levels.
- Ability to effectively supervise professional architects and engineers.
