POSITION SUMMARY:
Directs staff to ensure that eligible veterans and/or families receive all funds or benefits made available via federal government regulations.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:
- Provide day to day oversight, operations, and development of the department and staff.
- Prepares and presents for approval all department financial programs and budgets.
- Reviews and revises department policies and procedures where applicable.
- Assists County Commissioners in administering the provisions of the county code that relates to the burial of deceased service persons and their surviving spouses and to furnish markers and place headstones on their graves.
- Assists veterans and their families in securing their rights in matters relating to their person, property and care of family under any Pennsylvania and United States’ laws.
- Assists County Commissioners in transmitting records of burial places of deceased service persons to the Department of Military Affairs of Pennsylvania.
- Maintains community awareness of VA benefits via news releases, seminars and public speaking engagements.
- Performs similar or related duties as assigned/required.
QUALIFICATIONS REQUIRED:

- Bachelor’s Degree from an accredited college or university in related field preferred; 5 years of experience or equivalent combination of experience and education required.
- Must obtain within a year of appointment and maintain a United States Department of Veterans Affairs accreditation in accordance with the provisions of 38 CFR § 14.629. Must follow accreditation criteria and additional position requirements as required by the Commonwealth of Pennsylvania in accordance with Title 51, Consolidated Statues Section 1731, Subchapter D, County Directors of Veterans Affairs.
- Assists veterans and their families, i.e., counsels, aids when completing benefit claims, etc.
- Experience and knowledge of applicable federal government military benefit programs.
- Management experience including supervision of employees, overseeing and coordinating fiscal operations, development of policies and procedures, and applying rules and regulations.
- Successful project management skills and collaborative community and partnership engagement including private sector experience.
- Strong verbal and written communication skills (including grant writing), as well as strong public speaking skills.
- Strong interpersonal skills and the ability to work well with staff, constituents, community representatives, employers, and public officials at all levels.
- Proficient in hardware and software computer technology including but not limited to Microsoft and Adobe products.
