Position Overview
The Director, Policy and Coalitions is an integral member of the Communications, Policy & Advocacy (CPA) team. The Director, Policy and Coalitions will report to the Vice President, Policy & Coalitions (VPPAC), and collaborate closely with the Director of Innovative Finance, the Vice President for Strategic Communications and Advocacy, the Managing Directors of Digital Platforms, Media Relations, and Government relations, as well as the other directors and members of the CPA team. The Director will provide advocacy, policy, government relations, and networking advice and work will focus primarily on the Global Economic Resilience team portfolio but will also provide support for the Innovative Finance and Economic Equity teams.

A significant function of this role includes supporting the work of the Vice President, Policy, Advocacy and Coalitions and Director of Innovative Finance to help drive policy initiatives and coalitions that engage high-level influencers. This is one of the primary ways the Foundation informs on policy issues and program priorities to those who can effectively create change and impact. The Director will also contribute to portfolios of work that influence international governance structures to strengthen responsiveness to the needs of poor and vulnerable populations and provide policy support and advice to Foundation initiative teams as appropriate.

The Director brings extensive experience and expertise to develop and execute influence strategies using their deep policy, government relations, and networks to expand the reach of the Rockefeller Foundation and inform, inspire, and influence key stakeholders to take action that creates impact.

Pay Range
: $159,296 - $228,464. This represents the present low and high end of the Foundation’s pay range for this position. Actual pay will vary based on various factors, including but not limited to experience.

Currently, The Rockefeller Foundation employees are expected to work on a hybrid basis, generally 2 days in the office and 3 days remote. Hybrid work arrangements vary by team and are subject to change at any time depending on public health conditions and/or the organizational needs of the Foundation.

Principal Duties and Responsibilities
  • Develop program influence strategies that include thought leadership, government relations, advocacy campaigns, narrative development, identification of key stakeholder audiences, the amplification of critical issues, and the impact achieved by each team
  • Work directly with peer philanthropic partners to build an advocacy strategy and architecture to accelerate progress on development finance reform policies.
  • Drive the vision, strategy, and execution for the Global Economic Resilience portfolio, in collaboration with the Director of Innovative Finance/Global Economic Resilience, Senior Vice President of Innovative Finance, and the VPPAC, in line with the Foundation’s objectives and goals.
  • Assist the VPPAC in leading the strategy, design, and development of the communications function for alliances.
  • Contribute to the development of communications and advocacy strategies for initiatives to help influence and effect policy change to achieve Foundation priorities in the U.S. and globally.
  • Build effective working relationships with multiple internal stakeholders, including the Director of Innovative Finance, the Office of the President, the Global Energy Alliance for People and Plant (GEAPP), global health teams, food & agriculture, and other programmatic teams.
  • Build coalitions and partnerships with key policymakers and influencers in the development finance sector, inclusive of public and private partners, to collectively navigate complex political landscapes and accelerate policy action.
  • Work directly with peer philanthropic partners to build an advocacy strategy and architecture to accelerate progress on development finance reform policies.
  • Assist with the development and implementation of strategic convenings of stakeholders and influencers to advance program influence strategies, particularly in our Washington, DC, New York, and Bellagio (Italy) convening spaces.
  • Supervise communications staff and procure and supervise related grants and contracts in service to the communications strategy, and messaging for communications vehicles, including for the website, social media platforms, and media outreach.
  • Guide the development of video/social media/and infographic content for use on the website and social media or at launch events and public speaking engagements.
  • Keep abreast of political developments across the U.S. government and multilateral institutions through their extensive networks related to these programs.
  • Assist with the development and implementation of strategic convenings of stakeholders and influencers to advance program influence strategies, particularly in our Washington, DC, New York, and Bellagio (Italy) convening spaces.
  • Participate in coalition-building strategies to advance Foundation priorities.
  • Contribute to the development of communications and advocacy strategies for initiatives to help influence and effect policy change to achieve Foundation priorities in the U.S. and globally.
  • Represent the Foundation through media interactions and at key industry events.

Education, Experience, and Skills
  • Generally expected to have 10+ years of relevant advocacy and coalition-building experience.
  • Experience working with US Government entities is required; International Government entities are highly preferred.
  • Previous policy advocacy experience, preferably international, including competencies in advocacy strategy development, stakeholder engagement, and communications strategy.
  • Recognized credibility in development finance policy issues and ecosystem actors in at least one domain relevant to the Foundation’s work, highly preferred.
  • Bachelor’s degree required; Master’s degree preferred.
  • Demonstrated experience in strategy development and execution.
  • Knowledge of and familiarity with development finance policy issues and ecosystem actors.
  • Strong writing and communication skills, capable of representing the Global Economic Resilience work at all levels internally and externally.
  • Ability to travel as necessary both domestically and internationally.
