Job Purpose

This position is responsible for managing the business and financial operations of the Disability Services Authority and Provider programs. The Disability Services (DS) Business Manager oversees all aspects of the division month-end closings, account payable activities, billing, grant management, reporting and financial functions within Disability Services. The Business Manager is part of the DS Senior Leadership Team and provides strategic direction for programs as well as the division as a whole and is the liaison between Finance and DS. The Business Manager also understands the performance contract/requirements as well as other grant requirements; she/he actively monitors performance measures to ensure metrics and are being met for the people we serve and the state reporting.

Essential Functions

Provide strategic direction for programs and collaborate with DS Program Administrator/Chief to support DS employees to provide supports/services to the people we serve. Manage the DS Business Office Team.

Manage all financial and business functions for the division.

Create and manage DS fiscal year budget.

Create grants budgets/narratives and track to ensure metrics and financial obligations are met.

Work closely with DS Accountant regarding billing, invoices, and reporting.

Complete and submit grant reports as required.

Prepare yearly budget, track throughout the year, and submit adjustments as required to fit the needs of the agency.

Review and approve budget, equipment, and access requests from programs.

Review and approve requisitions in workplace up to $5,000.

Perform general ledger functions.

Review Disability Services general ledger division reports for accuracy and determine corrections as necessary.

Submit general ledger journal entries and accruals to the accounting department according to expense and revenue deadlines.

Generate and interpret financial reports (general ledger detail, AP/AR activity) using Electronic Health Record and Accounting software.

Communicate regularly with the Chief of DS, Program Administrator, Accounting/Finance Departments, and other designated contacts within the organization to resolve issues.

Ensure timeline submission, reports and approvals of general grant and revenue billings.

Work with necessary agency staff to ensure billing process is as efficient and effective as possible.

Work with necessary agency staff to ensure accuracy of monthly billings.

Work with Grant Team, grant funders and external stakeholders to ensure both grant requirements and agency guidelines are met.

Supervises activities in accounts payable.

Manage the day-to-day operations of the accounts payable functions for Disability Services business office.

Oversee the month-end closing process and reconciliation of the general ledger to assist in accrual process.

Ensure the staff providing accounts payable functions are following up on all queries in a timely manner and all queries are dealt with correctly and efficiently.

Ensure that AP ledgers are maintained and kept current.

Review of vendor statement reconciliations and resolution of issues

Manage travel & expense system and adherence to corporate policies.

Ensure internal controls and compliance procedures are adhered to and kept up-to-date.

Provide supervision and direction to assigned staff.

Develop and coach Business Services Team.

Select qualified applicants according to EEOC and MHMR of Tarrant County guidelines.

Conduct weekly supervisory sessions to provide direction, review specific job duties, and provide support as needed.

Liaison with Leadership and Human Resources to resolve staff performance issues through corrective action according to agency procedure.

Notify Chief of Staff and/or DS Program Administrator of difficult or sensitive issues.

Liaison and participate in Business Manager and MHMR Foundation meetings and share updates with DS leadership.

Serve as a contributing member of various management teams, committees, and ad-hoc committees as assigned.

Complete assigned special and routine projects in a timely manner

Obtain all required training per training matrix within specified time frame.

Exhibit a willingness to assume additional duties; seeks the guidance of supervisor prior to beginning an unfamiliar assignment.

Job Requirements:

Minimum Qualifications

Minimum Education: Bachelor’s Degree

Defined Education: Business Administration, Finance, or Accounting

Preferences: Experience using Workplace, Financial Edge, and other accounting systems

Substitutions: None

Years’ Experience: 3 Years

Defined Experience: Work experience in IDD field, MHMR/community center, grant work or health care setting

License/Certifications:

Valid driver’s license with an acceptable driving record

Must provide license (if applicable) and official documentation of all educational attainment i.e. Transcript/Degree/Certificate

Special Courses: None

Supervisory Experience: 3 Years

Agency Requirements

All staff are required to participate in agency Emergency Preparedness and Environmental Safety programs and may be assigned by their department as a key/essential staff level function during critical events or for the purpose of sustaining business continuity.

This position may require temporary or permanent re-assignment to any MHMR Tarrant facility as determined by program needs and/or the Division/Director.

Assigned work hours may change as the needs of the agency change.

The Functional Title of this position may change as the needs of the agency change.

All work will be completed within the scheduled work hours. All non-exempt (hourly) employees are expected to clock in and clock out for each work shift, no work should be done off the clock.

MHMR reserves the right to change, add to or eliminate positions as it deems appropriate.

Employment is at will, as well as agency needs may change.

Agency dress code is to be followed at all times.

Physical on-site presence, including regular attendance and punctuality, is an essential function of this position. Any changes or adjustments to your assigned work schedule or shift hours must be approved by your supervisor in advance.
