PMCG is seeking an Economic Growth Advisor (Advisor) will support the ongoing management and design of high-profile activities, diplomatic and development engagements related to private sector development and public financial management as well as recurring Mission related EG-specific tasks. This is a high-profile portfolio run by a small and dynamic team which presents the Advisor with opportunities to engage with Mission, Bureau, Agency, and Interagency Senior Leaders.

The Advisor serves as a member of the USAID/Libya Economic Growth Team and reports to the EG Team Leader or designee. The Advisor contributes to the effective planning, implementation, and communication of the EG portfolio. This includes advancing EG relationships and programming in the areas of Micro, Small and Medium Enterprise (MSME) development, entrepreneurship, technical and vocational training, and public administration. Specific responsibilities include advancing existing and forming new relationships with government stakeholders, private sector stakeholders, and international stakeholders; serving as Activity Manager for ongoing programming; and pursuing programmatic partnerships and funding for existing and future programming; engaging with the Libya External Office to inform diplomatic and public affairs engagements; developing messaging and materials for USAID/Libya to communicate its program; support Mission Leadership with required, regular, recurring reporting, and response to taskers; and support the EG Team Leader with preparation of subject-matter cables and other issue-specific briefing documents as needed; and other priorities as identified by the Mission and EG Team Leader.

USAID experience is required. Familiarity with the Middle East development operating context and experience working on/for Libya preferred.

PERIOD OF PERFORMANCE: 12 Months. Sep 1, 2022 to Aug 31, 2023 with the option of one-year extensions.

DUTY STATION: Remote with On-Site or In-Country support as needed. The position may require occasional regional travel.

TRAVEL REQUIREMENT:

4 TDYs to Tunis/Libya – Each TDY can be up to 3 weeks.

Security Clearance Requirements (Facility Access Required DD-254): Facilities access.

Visa/Work Permit Requirements: Visa may be needed for travel.

MAJOR DUTIES AND RESPONSIBILITIES

1. Advise USAID/Libya on Program/Project/Activity Management (50%):

  • Assist COR/AOR in reviewing implementing partner products and track performance of project(s).
  • Assist COR/AOR in conducting monitoring and evaluation of program implementation, associated expenditures, and progress of project(s).
  • Assist with the development of briefings for USAID/Libya, Libya External Office (LEO), the Middle East Bureau, and other stakeholders, including the preparation of meeting/event/trip reports.
  • Conduct TDY(s) to Libya and Tunis as needed.
  • Assist with the development of briefings for USAID/Libya, Libya External Office (LEO), the Middle East Bureau, and other stakeholders, including the preparation of meeting/event/trip reports.
  • Provide periodic analysis of policies and trends that may affect USAID economic growth programming.
  • Assist the AOR/COR in accruals and preparation for quarterly or biannual portfolio reviews
  • Assist with Activity design.

2. Provide Policy and Programmatic Analysis and advice (30%):

  • Remain current on economic, political, and social trends within Libya, especially among
  • Government of Libya (GOL) counterparts that influence the implementation and potential impact of USAID’s programs
  • Support the EG staff in analyzing current and proposed GOL policies and assessing their potential impact on USAID development objectives.

Support Performance Monitoring (10%):

  • The Advisor will help the EG staff in the collection and monitoring of performance data on an ongoing basis and prepare reports of program/project/activity progress for use within the USAID/Libya Mission.
  • Assist in maintaining the mission performance management plan (PMP);
  • Assist in the preparation and maintenance of activity-level monitoring, evaluation, and learning (MEL) plans and ensure their effective use as management and information tools;
  • Assist with preparation of and submission of data for annual and other reports to Washington DC, ensuring the quality and relevance of data. Outreach and communication for Program support (10%)
  • Work with Libya’s Development and Outreach Specialist to prepare weekly updates, briefing papers, success stories, reports and press releases as assigned as well as specialized documents such as speeches, as needed;
  • Organize and coordinate public events related to USAID programs/projects/activities;
  • Maintain knowledge of EG project objectives, accomplishments, and development impacts to synthesize in writing or in briefs upon demand, especially for meetings, speeches, background papers and other USAID reporting requirements.

Key Position Requirement:

  • An Advanced degree in a relevant field.
  • UASID security clearance
  • Relevant experience in economic growth activities.
  • Experience working with USAID and managing USAID activities.
  • AOR/COR experience is a plus.
