Job Summary
Job Summary: Job incumbent is responsible for the timely and accurate processing of Energy Assistance applications. Process benefit payments for all Tribal households served under any of the Energy Assistance program. Job incumbent is responsible for assisting in the determination of program eligibility and processing benefit payments and applications within the Energy Assistance program policy and assures cases are worked within the program timelines.
Adhere to the TCC Ch'eghwtsen' model of service and guiding principle which requires providing timely and effective service along with the ability to interact with others in a way that inspires trust and demonstrates respect, compassion and empathy.
Essential Functions

Representative Duties: Under the supervision of the Energy Assistance Coordinator, job incumbent:
1. Receives and reviews all client applications, determines eligibility for Energy Assistance program, and enters accurately into database. Keeps clear case notes at all times.
2. Promptly responds to client inquires through visits, emails, and telephonically. Has continuous person-to-person contact and interviews individuals to obtain information to determine program eligibility.
3. Maintains organized program files. Keeps accurate records of all assistance paid. Files all applications orderly and timely on a consistent basis.
4. Prepares letters or notices for applicants and on going recipients of Energy Assistance Program. Follows up timely on incomplete applications.
5. Gains access to State of Alaska websites and keeps membership current at all times. Prints out required verifications to assist in benefits determination. Reports any issues to supervisor promptly.
6. Processes Weatherization requests, to include obtaining quotes from vendors, filling out and submitting Purchase Requests to Accounting. Follows up to ensure items are shipped to the correct clients, and verifies that client receives them.
7. Provides technical assistance to Tribal Work Force Development Specialists or tribal staff with application process, and provides information regarding applications and status of application for recipients.
8. Monitors fraudulent applications and refers reports of fraud to the Energy Coordinator.
9. Prepares regular and special reports for the Energy Assistance Coordinator and/or Coordinator's supervisor.

Minimum Qualifications
Minimum Qualifications:
1. High School diploma, GED or equivalent.
2. Two years of demonstrated experience working with filing and maintaining databases.
3. Minimum two years of demonstrated work experience working with public assistance, employment assistance, or related programs.
4. One year of demonstrated experience with regulations and statutes or benefits claims preferred.
5. Familiarity with TCC tribes in TCC service area preferred.
6. Valid Alaska Driver's License with clean driving record.
7. Must pass background check pursuant to Alaska DHSS and federal Indian Child Protection and Family Violence Prevention Act requirements.
Knowledge, Skills and Abilities:
1. Strong oral, written, interpersonal, analytical and cross-cultural communication skills.
2. Computer skills using Microsoft Office with the ability to operate menu driven programs like Word, Publisher, and or Excel, including various databases.
3. Knowledge of or be able to learn federal and state LIHEAP regulations.
4. Knowledge of standard office equipment and familiarity with various menu driven software programs.
5. Required to complete necessary State of Alaska EIS and DOL training and keep certification current. 6
. Good math and budgeting skills.
7. Highly effective in working objectively with a diverse group of people and must demonstrate communication and organizational skills.
8. Expected to maintain strict client confidentiality.
9. Ability to prioritize work activities, use time efficiently and work on multiple projects at a quick pace.
10. Must be a team player willing to accept and promote program goals and function with minimal supervision.
11. Able to consistently be at work on time, follow instruction, respond to supervisory direction, and solicit feedback to improve performance.
Supervision: This position has no supervisory responsibilities.
