The Massachusetts Department of Environmental Protection (MassDEP) is the state agency responsible for ensuring clean air and water, the safe management of toxics the recycling of solid and hazardous wastes, the timely cleanup of hazardous waste sites and spills, and the restoration and preservation of wetlands, surface waters and coastal resources.
MassDEP seeks applicants for the position of Environmental Analyst III – Drinking Water Program within the Bureau of Water Resources. Under the general supervision of the Drinking Water Program Director and Environmental Analyst V, and the direct supervision of an Environmental Analyst IV, the candidate selected will assist in coordinating, overseeing and assisting in the provision of technical assistance, outreach and compliance support for public water suppliers. This Boston-based Environmental Analyst III will plan, develop, recommend and implement technical, financial and managerial programs for public water suppliers. The candidate selected will provide support for the development and implementation of Drinking Water Programs, including the Lead & Copper Rule, Lead Service Line Replacement, unregulated Contaminant Monitoring Rules (including PFAS and cyanotoxins), sanitary survey follow-up for scheduled actions, cybersecurity, emergency response, and compliance and enforcement activities. The candidate selected will also provide technical assistance to public water suppliers and regional staff on distribution system operations, hydraulics, storage, maintenance operations, and technical treatment issues. The candidate selected will travel to public water suppliers to provide on-site technical assistance. The candidate selected will perform data entry into program databases and generate reports, as needed. This position entails working with other professional staff in a team setting and involves work of moderate difficulty and responsibility with substantial latitude for use of independent professional judgment.
Specific duties for this position include, but are not limited to, the following:
- Provide support for Safe Drinking Water Act (SDWA) programs by developing and implementing technical assistance and outreach procedures and programs to ensure compliance with technical, financial and managerial drinking water standards, policies and/or guidelines;
- Encourage compliance and promote capacity for SDWA program compliance (e.g., implement tracking and reminder programs to assist in preventing potential non-compliance for drinking water programs such as annual statistical reporting, sampling plan updates, etc.);
- Provide assistance in complying with the Lead & Copper Rule including assisting in development of tools and reports for lead service line replacement, transparency, sample site selection and optimization of corrosion control treatment reporting;
- Provide assistance in developing tools for certified operator support and compliance;
- Provide assistance with Unregulated Contaminant Monitoring (e.g., PFAS tools development and training including source evaluation and sampling);
- Coordinate with and provide small systems training and technical assistance with partners including Mass Rural Water Association, Rural Community Assistance Program (RCAP Solutions), Massachusetts Water Works Association, New England Water Works Association, USEPA, and others;
- Assist in developing tools and providing training for registration of new public water systems, when assigned;
- Provide group training and onsite technical assistance to water suppliers and regional staff or others on treatment techniques;
- Develop video training to support rapid dissemination of training material and to support training and technical assistance.
- Assist in providing training and support to MassDEP staff on distribution, operations, hydraulics, storage, maintenance operations, and technical treatment issues.
- Develop training materials and hold training sessions for a statewide audience;
- Assist small systems on new technologies and infrastructure funding options;
- Keep track of and respond to all referrals for technical assistance in a timely manner;
- Review technical reports on SDWA issues;
- Represent the Drinking Water Program on technical assistance, outreach and training issue;
- Maintain up-to-date knowledge of general public drinking water principles and management practices; and
- Perform other related duties as assigned.
Preferred Qualifications at Hire:
- General knowledge of the federal Safe Drinking Water Act.
- General knowledge of the Massachusetts Drinking Water Regulations.
- Clear and effective oral and written communication skills.
- Knowledge of drinking water treatment processes and treatment technologies.
- Ability to work independently upon receipt of general or specific instructions from supervisors.
- Ability to work in a group to develop consensus and to write minutes and reports.
- Ability to conceptualize regulatory implications of technical issues and to develop and explain issues or policies.
- Ability to perform technical review of water supply projects and water quality data.
- Strong and effective writing, editing, and oral communication skills, including ability to successfully convey complex issues to MassDEP staff and the general public.
- Ability to convey information to USEPA, MassDEP staff, local government, and the general public about water quality concerns.
- Ability to conduct outreach activities and stakeholder coordination on safe drinking water, including responding to public requests and questions.
- Proficiency in the preparation of charts, graphs and tables.
- Demonstrated organization and planning skills and ability to adapt to varying work situations.
- Working knowledge of Microsoft Word, Power Point, Access and Excel
- Possession of a current and valid Massachusetts Class D Motor Vehicle Operator's License or its equivalent
