The recommended candidate for this position will be expected to live within the western half of the state (west of Highway I-95). This Environmental Health Regional Specialist position is responsible for helping to protect the health of persons who consume shellfish and crustacean in North Carolina. This is accomplished by: Inspection and certification of all processing and handling of shellfish and crustacean produced in North Carolina and the handling of those products shipped into North Carolina; Implementation of an Inland inspection and sampling program to promote the objectives of the Shellfish Sanitation Section; Providing educational and technical assistance to all state, county, and private organizations on the Shellfish Sanitation Program. Key Responsibilities: Conducts the inspection and certification program for all inland counties west of U.S. I-95 highway on a quarterly basis as required under NC Shellfish Rules and in compliance with the NSSP Guide for the Control of Molluscan Shellfish. Inspects facilities where shellfish and crustacea products are sold and checks out of state shippers to make sure shellfish are from an approved source and meet state and federal program requirements. Recommends to plant owners, managers, and employee’s methods to improve plant and equipment sanitation, employee personal hygiene and general good manufacturing practices to maintain product safety and quality. Initiates action to suspend/revoke permits of facilities which fail to maintain sanitation requirements.Works with county and State epidemiological staff to investigate suspected food borne outbreaks and general complaints related to inspectional program. Embargos and removes from the market, products which were not harvested, processed, or labeled according to program rules, or deemed unfit for human consumption.Provides technical assistance to county health departments in matters dealing with the proper purchasing, handling, and storage of shellfish and crustacea products. Conducts educational seminars and courses relating to the Shellfish Sanitation Section and general seafood safe handling and storage practices. Offers presentations to school groups, universities, private environmental groups, or various other groups within the public health field. Sponsors, plans, and implements The Seafood Quality and Safety School conducted jointly with N. C. Sea Grant and N.C. State Seafood Lab and updating all materials in the Seafood Quality and Safety technical guide and workbook. The Division of Marine FisheriesThe North Carolina Division of Marine Fisheries (DMF) is responsible for the stewardship of the state’s marine and estuarine resources. The DMF’s jurisdiction encompasses all coastal waters and extends to 3 miles offshore. Agency policies are established by the nine-member Marine Fisheries Commission and the Secretary of the Department of Environmental Quality. North Carolina is a member of the Atlantic States Marine Fisheries Commission, the Mid-Atlantic Fishery Management Council, the South Atlantic Fishery Management Council, and the National Shellfish Sanitation Program. Management Preferences: Ability to handle with tact, consistency, and sound judgment, the diversity of public contacts demanded in regulatory and enforcement work.Registration as a North Carolina Environmental Health Specialist.Experience in the use of Word, Excel, PowerPoint, Outlook, Teams, or other virtual conferencing software.Knowledge and understanding of shellfish biology, crustacean biology, and the scientific and public health principles on which the Shellfish Sanitation Program and other Environmental Health programs are based.Working knowledge of bacteriology and/or virology regarding source, entry paths into water and food, and preventative measures to prevent or reduce morbidity and mortality from shellfish and crustacean foods.

MINIMUM QUALIFICATIONS
Bachelor's degree in one of the agricultural, biological, engineering, environmental or natural resource sciences or a closely related curriculum from an appropriately accredited institution and two years of experience related to the area of assignment; or an equivalent combination of education and experience.
