PURPOSE OF CLASSIFICATION
The purpose of this classification is to perform technical and administrative work involving the coordination of monitoring programs for the City’s waterways and environmental resources; and perform permitting reviews consistent with Sea Turtle Protection Regulations and Coastal Construction Set Line (CCSL) requirements. The incumbent in this position would also manage and process environmental data and collaborate with local, state, and university entities.


EMERGENCY RESPONSE STATEMENT

Every City employee has emergency response responsibilities, though not every position will require routine assignments during an emergency event. All employees may be subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the employee's official job description. Assignments in support of emergency operations may be extensive in nature, with little advance notice, and may require employees to relocate to emergency sites with physically and operationally challenging conditions.

Examples of Duties / Knowledge & Skills

EXAMPLES OF ESSENTIAL DUTIES:The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

  • Coordinate water quality sampling activities including scheduling, calibration of instrumentation, obtaining sample kits from lab, filling out chain of custodies, organization, and ordering of laboratory/sampling supplies.
  • Assist with upload of water quality data to the statwide database Watershed Information Network (WIN) and provide QA/QC of data.
  • Manage water quality continuous datasonde program: calibrate, deploy, maintain, and troubleshoot continuous water quality monitoring instrumentation at several fixed sites. Monitor data transmission from instrumentation and ensure all components are functioning properly.
  • Permitting for compliance with marine turtle protection regulations for exterior, landscape, and pool/spa lighting within the City. Tasks include review of lighting plans for all coastal properties, regular communication with property owners, consultants, and code enforcement regarding turtle lighting compliance; occasional daytime and nighttime site visits are required. Assist with the City’s Coastal Construction Setback Line (CCSL) permit review and processing. Knowledge of coastal dune vegetation is preferred.
  • Assist with the collection of water samples for the City’s estuarine water quality monitoring program and boat operations.
  • Data entry and management: create electronic field sheets for lab submittal, coordinate with lab regarding data deliverables, provide quality assurance for data, and graph results.
  • Assist with conducting annual seagrass monitoring and database maintenance.
  • Coordinate oyster monitoring program: organize supplies, communicate with City contractors, conduct monitoring, review data reports, data entry, graph results, and assist with grant reports.
  • Review and analyze technical reports provided to the City by consultants for various environmental programs.
  • Update and maintain the Natural Resources Web Page.
  • Represent the City of Naples at educational outreach events.
  • Assists in writing grant proposals and conducting supporting research.
  • Assists with development of outreach materials.

Minimum qualifications & Requirements

MINIMUM QUALIFICATIONS

  • Bachelor’s degree in Environmental Science or closely related field; supplemented by three (3) years’ experience in a related environmental field.
  • Must have good communications and public speaking skills.
  • Must possess and maintain a valid Florida driver license, class “E” and a driving record which meets or exceeds minimum City driving standards.

OTHER REQUIREMENTS:
The City of Naples is a Tobacco-Free Workplace. Physical Ability: Tasks require the ability to exert moderate, though not constant physical effort, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (20-50 pounds).
Sensory Requirements: Some tasks require visual perception and discrimination. Some tasks require oral communications ability.
Environmental Factors: Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, hazardous materials, traffic hazards, bright/dim lights, toxic agents, animal/wildlife attacks, water hazards, disease, or pathogenic substances.
