JOB NUMBER 2022-00281King County Library System (KCLS), located in Washington State's King County and known as one of the busiest library systems in the nation, seeks an outgoing, experienced, and collaborative Facilities Project Manager. This position acts as an owner's representative on all major and routine facility projects throughout the library system, which includes 50 community library buildings, a distribution warehouse, and an administrative office building. Under the guidance of the Facilities and Construction Manager, this position coordinates facility/construction projects for KCLS buildings from conception to completion. Monitors and reports project status to stakeholders and senior administration, including schedule and budget, to assure conformance to the goals, objectives, and standards of KCLS. Develops, organizes, and summarizes dispute resolution documentation. Develops contractual documents and specifications for public bidding of facility projects. Provides constructability review and assists in directing the work of engineering consultants.The Facilities Project Manager oversees and directs projects that are identified through an annual budget process. Projects involve routine maintenance and repairs to sustain our award-winning library facilities, as well as creative projects for envisioned library spaces, and may consist of: Systems replacements and upgradesBuilding envelope and roofing repairsRenovations or additions to existing library locationsFloor plan and office space reconfigurationsSafety and security improvementsInstallation projects of library shelving, carpeting, fixtures and furniture, and more! The successful candidate has expert knowledge of building products, construction details, and relevant rules, regulations, and quality standards. They have experience developing repair or maintenance schedules and are able to analyze, manage and mitigate risks toward positive resolution. Through their interpersonal skill they are able to interact and negotiate with all levels of employees, contractors, consultants, and vendors. EXAMPLE OF DUTIES
Essential Duties/Major Responsibilities: Any of the following duties may be performed. These examples are not necessarily performed by all incumbents, however, and do not include all specific tasks an incumbent may be expected to perform.Manage and control facilities and construction projects as the owners’ representative. Prepare or review change proposals, contract changes and other requests for projects. May attend municipal staff reviews of projects and provide technical support to maintain Library programs and plans. Manage the public bidding process through close out including state requirements. Review project invoices and pay requests for conformance to the contractual agreements. Resolve contract problems or contractual disputes or refer to supervisor. Ensure conformance to the public works statutes of Washington State. Assist in long range planning and reporting. Responds to contractor and consultant inquires. Provide technical direction and clarification for the Library Staff and public. Participate in site meetings with architects and contractors. Prepare written reports and present oral status reports to Library staff and public. Prepare dispute resolution documentation, participates in mediation and arbitration.Secondary Duties: Coordinate the selection, bidding, ordering and placement of furniture, equipment and other supplies for new buildings and for renovations. Coordinate public art process for assigned projects. MINIMUM QUALIFICATIONS
Education and Experience: Bachelor’s degree or equivalent, specializing in systems maintenance, engineering, or related field.Three to five plus years’ progressive experience in facility/construction related work, preferably in public works.On-the-job training to become familiar with the KCLS expectations and design standards.Or any combination of relevant education, training, or experience sufficient to perform the essential duties of the job.SPECIAL REQUIREMENTS Valid Washington State Driver’s License

SUPPLEMENTAL INFORMATION
PHYSICAL DEMANDS While performing the duties of this job, the employee is constantly using hands to grasp objects, computers/office tasks and materials. Frequently required to stand and walk and reach out with hands and arms, frequent neck and waist twisting. Frequently bending and squatting to inspect lower items and occasionally kneels. Will seldom crawl to access crawlspaces will occasionally climb ladders to access roofs or higher locations. The employee will seldom lift up to 100 pounds and occasional lift up to 50 pounds and frequently 20 pounds. Will push/pull carts and various items using light to moderate force. WORK ENVIRONMENT Work is in a normal office environment, and on location at KCLS sites. The position requires constant sitting, extensive close work (eyestrain) and extensive PC monitor work.
