Summary

The HIV/STD Program is seeking to hire a Project/Program Manager I to assist with project coordination and participate in data collection for Project FIRST, a National HIV survey in the King County and Snohomish County areas that will focus on transgender women, with a priority of Black, Latinx, and other trans women of color. Project FIRST is one of ten sites nationally that will be participating in this survey, nationally known as National HIV Behavioral Surveillance (NHBS)-Trans that is funded through the Minority AIDS Initiative (MAI) and designed by the Centers for Disease Control and Prevention (CDC). The project is designed to monitor the trends of sexual and drug-use behaviors, HIV testing history, and HIV prevalence in populations that may be at increased risk for HIV. Our aim for the survey locally is to work closely with the community to meet national objectives while also ensuring this project positively impacts the long-term health and well-being of transgender women in King and Snohomish Counties.

This position will work in the HIV/STD Program conducting various project coordination activities to support the work of Project FIRST across King and Snohomish Counties. The primary focus of this position will be on the NHBS-TRANS survey with the potential to work on other ongoing NHBS surveys. This position will work at 20-40 hours per week collaborating with the Project/Assessments Coordinator and Data Manager for NHBS in collecting data for the ongoing formative assessment and preparing for and managing survey data collection. Examples include assisting with coordinating, collecting and summarizing data for assessment and evaluation activities; leading field office activities; planning and coordinating special events; engaging with the community to ensure the successful implementation of the project in a respectful way that minimizes barriers to participation; administering the project survey; HIV testing and counseling; and may include STI and HEP testing; additional duties as assigned by the Project/Assessment Coordinator; and potentially assisting with dissemination of the information collected after analysis is complete.

As is typical of coordination for NHBS cycles, Year 1 focuses on the formative assessment to prepare for data collection in Year 2. Project staff will work collectively to ensure field operations meet CDC guidelines, implement data collection activities and strategies.

Position is anticipated to last through April 2024 with possibility of extension.

Job Duties

Collaborate with the Project/Assessments Coordinator in preparing for survey operations
  • Finding and recruiting individuals with experience in and knowledge of local communities of transgender women for one-on-one and focus group interviews
  • Gather qualitative data, including one-on-one and focus group interviews, and informal conversations with community members
  • Assist with drafting reports describing results
  • Leading Community Advisory Board meetings and building relationships with people who serve and/or are part of communities of trans women, especially communities that face oppression and marginalization (based on racial identity, stigmatized economic work, HIV status, etc.)
  • Assist with setting up survey operations (field locations, gathering materials, etc.)
  • Assist with hiring and training of staff with interviewing skills, testing and counseling
  • Overall field management at various sites
Participate in and assist with leading data collection and HIV counseling and testing activities (including STI & Viral Hepatitis)
  • Recruit initial participants (seeds)
  • Prepare and maintain interview and testing materials and supplies
  • Participate in NHBS trainings and required Public Health trainings
  • Manage the field site, including opening and/or closing the office/field site
  • Answer the phone, greet participants, and make appointments
  • Enter and/or check data
  • Provide incentives to participants
  • Coordinate documentation of activities and management of survey forms
  • Work with data manager to ensure accurate recording of data, investigate data discrepancies, etc.
  • Onsite coordination of field activities:
    • Work with interviewers/ counselors, as well as perform interviewer/counselor duties when needed
    • Screen potential participants for eligibility and obtain informed consent.
    • Conduct in-depth, standardized surveys with survey participants.
    • Collect and process specimens for HIV and STI tests via finger stick or other biological specimen collection (training is provided);
    • Provide HIV/STI counseling;
    • Complete detailed project records
  • Assist in promotion and marketing of study before, during and after completion of study
  • Driving a large van/mobile site, as appropriate

Experience, Qualifications, Knowledge, Skills

Required qualifications:
  • Experience working with and/or supporting trans women, especially of diverse backgrounds including people of color, people who are unstably housed, people who inject drugs, etc. Life experience and volunteer work in community counts toward this qualification.
  • Enthusiasm for and ability to approach strangers and quickly build a connection.
  • Ability to strictly adhere to detailed survey research protocols.
  • Ability to comply with strict protocols for confidentiality.
  • Strong attention to detail.
  • Communicate effectively (oral & written).
  • Ability to work collaboratively with a diverse team.
  • Ability to work independently following training and orientation.
  • Ability to manage a small team towards project goals.
  • Strong knowledge of HIV, STI and Viral Hepatitis.
  • Ability to establish trust with diverse racial/ethnic and socioeconomic groups.
  • Ability to work with the public and de-escalate situations.
  • Ability to learn project-specific computer applications.
  • A valid WA State Driver License
Desired Qualifications:
  • Willingness to perform testing and counseling; i.e. MA-Phlebotomy certified or a willingness to attend training to get certified
  • Willingness to perform CPR/BLS; i.e. CPR/BLS certified or a willingness to attend training to get certified.
  • Knowledge of clinical, social, and other services available for trans women in the greater Seattle area
  • Knowledge of the broader trans community and how subpopulations of trans women are connected
  • Experience in conducting standardized surveys
  • Experience in gathering both quantitative and qualitative data
  • Experience in HIV/STI/HEP counseling and testing
  • Knowledge of medical and social services available to NHBS populations of interest
  • Ability to speak, read and write Spanish

WORK SCHEDULE: The schedule will be variable, and could include late afternoon, evening, and weekend shifts. We will do our best to accommodate other schedules as needed but the schedule will be determined by what works best for the community and project team.

WORK LOCATION: Downtown Seattle and field work dependent on community-identified needs, including, but not limited to South King County/Kent and/or Snohomish County/Everett.
