DSHS's Community Service Division's Eastern WA Region within the Economic Services Administration (ESA) is committed to delivering public assistance programs in the most effective and efficient way incorporating accountability, honesty & integrity, open communication, respect, equity & diversity, and continuous improvement for performance excellence. CSD's Community Service Offices provide a crucial in-person access point for those needing assistance with Basic Food, Classic Medicaid, Cash Assistance programs, social services, and WorkFirst case management services.

As ESA's Region 1 Financial Coordinator and Training Manager, you are directly accountable for ensuring and delivering the highest level of integrity and transparency of human service programs throughout Region 1 Eastern WA with strict adherence to all federal and state laws, policies, and procedures.

This Regional-based job can be conducted from any city in Eastern WA, as a hybrid telework schedule is available.

You will also manage to provide reliable and professional sound guidance, advice, and counsel in relation to program delivery, improving the skills and knowledge of the workforce as a subject matter expert. You will provide support to the supervisors in many areas, including training recommendations, consultations, and services to other regional program coordinators, the Regional & Deputy Administrators, CSO Administrators, supervisors, lead workers, and staff, and ensure PBS employees have the training, program knowledge, and skill sets necessary to conduct their assigned tasks and meet deadlines. The work you and your small team produce directly ensures that our clients can access prompt and correct services through optimal effectiveness from our employees and technical systems. This role is intended for the analytic planner; someone that can interpret data, recite policies, and explain process improvements that result in better staff performance and influence accuracy.

Some of what you will do

  • Function as the liaison and regional expert for WA's CSD assistance programs and develop policy and process which adds value to the CSOs
  • Supply policy information and clarifications to Region 1 leadership and field staff; manage PBS training
  • Coordinate and check regional and statewide field and supervisory staff training; supervise all Region 1 PBS trainers and auditors
  • Ensure CSO program policy and processes are administered in a proactive manner that integrates technology, policies, and the workforce; scrutinize data and project outcomes to determine that service delivery goals are met and align with expectations, i.e., available workforce represents and equals community needs
  • Solicit feedback from the field to help to develop recommendations for change, added program proposals, and proper community services in a manner that guarantees equal access for all eligible and uses an equitable application of the rules
  • Provide detailed evaluations related to prompt delivery of services, infrastructure renewal, workforce planning, and other operational areas to decide on workable solutions
  • Identify, prioritize, and implement changes to business operations with a focus on current and future organizational needs
  • Work collaboratively and proactively with other regional managers and CSD headquarters staff to identify, develop, and provide training in person and virtually via teams
  • Responsible for onboarding, training, and developing direct reports
  • Develop curriculum, design statewide, regional, and local area training strategies, and initiatives, and provide training, ensuring financial policy and training program goals are achieved
  • Interact and communicate effectively verbally and in writing across a broad spectrum of professional managerial levels within federal, state, tribal, county, and city governments, the business community, and partner organizations with diverse populations

Fast forward 6 months: With statewide collaboration you maintain an effective PBS training schedule that is supported and ensures new employees are scheduled quickly. You are an engaged participant in meetings and manage your own team. You have built effective working relationships with management teams and peer program managers. You understand the sources of data and what the trends tell you and are visualizing opportunities for business process improvements to implement that will serve DSHS clients quickly.

Who should apply
We are looking for a reliable and collaborative leader who enjoys supervising, training, taking initiative, facilitating, and evaluating operational practices with staff. Our ideal applicant has experience managing, motivating, and navigating work teams and explaining rules and policies and must have strong interpersonal communication skills to effectively achieve desired outcomes and handle several competing priorities, people, tasks, and projects, at the same time in the daily interactions.

Professionals with a Masters degree in social work, human services, behavioral sciences or an allied field, and 3 years of professional experience in planning, administering, developing or delivering social, financial, health or chemical dependency treatment services programs.

Or, a Bachelor's Degree in any of the above fields and 4 years of described experience. Equivalent experience may substitute year for year for education.

Preferred knowledge, skills, and abilities
  • Flexibility and capability to adapt to change and respect differences of opinion and values; show sensitivity to cultural diversity
  • Labor negotiation and laws, or understanding of collective bargaining agreements
  • Provide organizational leadership to support staff creativity, innovation, and process improvement
