Performs difficult protective service and administrative work enforcing fire codes and prevention laws, performing fire inspections, coordinating fire prevention programs, overseeing and administering safety programs, maintaining files and records, preparing reports, and related work as apparent or assigned. Work is performed under the general direction of the Emergency Services Director. Divisional supervision is exercised over all personnel within the division.
- Recruits and selects division personnel; assigns, directs and inspects the work of and evaluates assigned personnel; ensures the proper education and training of personnel; recommends rewards, transfers, promotions, suspensions, and terminations; disciplines, coaches, and counsels staff; develops staff schedules, approves leave requests.
- Conducts investigations of natural, accidental, suspicious or intentionally set fire scenes; determines origin and cause, collects evidence, sketches, interviews witnesses, prepares documents for insurance companies, civil and criminal court; assists with investigations in other jurisdictions as a member of the Fire Investigative Task Force.
- Serves as liaison between County/Federal/State government/fire agencies and the fire departments (FD) including but not limited to County Administration, Office of State Fire Marshal, Fire/Rescue Commission, N.C. Firefighter's Association, National Fire Protection Association, etc.
- Responds to emergency calls for service; performs the duties of firefighter and emergency medical technician as qualified.
- Works with insurance companies and the general public to identify fire insurance district protection classes utilizing the GIS system and fire district maps.
- Maintains certifications as required for the position including firefighter, fire code inspector, fire arson investigator, etc.
- Maintains vehicle equipped with firefighting equipment including personal protective equipment (PPE) self-contained breathing apparatus (SCBA), fire extinguishers, etc.
- Conducts Life Safety Inspections on public, private and multi-family facilities.
- Investigates complaints; enforces corrective action for violations.
- Attends public meetings and large events to enforce occupancy requirements.
- Prepares reports and other types of correspondence; maintains files and records.
- Prepares the annual operating and capital improvement budgets; monitors expenditures.
- Develops and presents fire prevention/safety educational programs for businesses, schools, day care centers and the community at large.
- Administers the Fire Department Relief Fund.
Comprehensive knowledge of division policies and procedures; comprehensive knowledge of County policies and procedures; comprehensive knowledge of the laws and ordinances pertaining to fire prevention and the construction and occupancy of buildings, State fire codes and related building codes; comprehensive knowledge of the methods of readily ascertaining the presence of existing or potential fire hazards; comprehensive knowledge of fire suppression and prevention principles, practices, methods and equipment; comprehensive knowledge of the hazards common to various types of construction and the storage of flammable and hazardous materials and explosives; comprehensive knowledge of the principles and practices of fire investigations and fire educational and prevention programs; thorough knowledge in preparing detailed reports and other forms of correspondence; thorough knowledge in the use of standard office equipment and associated software; comprehensive knowledge of and in the use of the equipment required for the position; ability to read and interpret building plans, to recognize fire hazards, and to make recommendations for their correction; ability to work independently, to observe carefully, and to interpret and enforce codes and ordinances firmly, impartially, and with tact; ability to make arithmetic computations; ability to compute rates, ratios and percentages; ability to understand and apply governmental accounting practices in maintenance of financial records; ability to establish and maintain effective working relationships with medical personnel, law enforcement personnel, academy recruits, other fire/ems agencies, associates and the general public.
Physical Requirements
This work requires the regular exertion of up to 10 pounds of force, frequent exertion of up to 50 pounds of force and occasional exertion of over 100 pounds of force; work regularly requires sitting, speaking or hearing and using hands to finger, handle or feel and occasionally requires standing, walking, climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms, tasting or smelling, pushing or pulling, lifting and repetitive motions; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work frequently requires working near moving mechanical parts and occasionally requires wet, humid conditions (non-weather), working in high, precarious places, exposure to fumes or airborne particles, exposure to toxic or caustic chemicals, exposure to outdoor weather conditions, exposure to extreme cold (non-weather), exposure to extreme heat (non-weather), exposure to the risk of electrical shock, working with explosives, exposure to vibration, wearing a self-contained breathing apparatus and exposure to blood borne pathogens and may be required to wear specialized personal protective equipment; work is generally in a loud noise location (e.g. grounds maintenance, heavy traffic).
Special Requirements:
NC Firefighter Level II
Possession of NC Building Code Fire Prevention Level I (Level III preferred and/or obtained upon hire)
NC Life Safety Educator Level III
NC Fire Service Instructor Level II
Operations Level HAZMAT Certification
Fire Investigation Technician (FIT) Certification (Certified Fire Investigator (CFI) or higher certification preferred)
3 years of origin/cause investigation experience
NIMS 300, 400
NCDOI/OSFM Chief 101
Completion of a thorough background investigation to fully verify the above-mentioned criteria
Valid Driver's License
