General Description:
Serves as the Director of the Fund for Veterans Assistance (FVA). Performs highly advanced grant management, coordination, and administration work. Work involves managing the Agency grant process, overseeing, and directing the activities of staff members involved in the grant process and serving as a liaison between funding sources and the state and federal government. Participates as a member of the agency team in planning, developing, and implementing short- and long-term strategies, goals and objectives and ensures compliance with agency policies and administrative requirements. To promote a strong environment, TVC maintains a telecommuting policy. The policy is decided by division and contingent on continued performance.
Essential Duties and Responsibilities:
- Plans, directs, and supervises the day-to-day operations of the Fund for Veterans Assistance.
- Oversees and evaluates work plans and timelines to ensure submission of grant applications and program reports in a timely manner.
- Provides guidance and direction to staff and the community regarding grant administration, policies and procedures and resolves issues and concerns.
- Monitors the implementation, management, evaluation, and close-out of grants according to Government Code, Commission policy and agency rules and regulations.
- Ensures grantee compliance with conditions of grants by overseeing agreements, contracts, expenses, activities, and regulations.
- Reviews and monitors project cost and approves budget justifications and budget revisions for agency grants.
- Participates as a member of the agency team in managing the strategic direction of TVC, including the development, revision, and implementation of the TVC strategic plan and policies.
- Identifies and implements strategies to enhance collaboration and interchange between the agency, governmental agencies, community partners and other stakeholders.
- Ensures coordination, cooperation and communication with Advisory Committee members and stakeholders.
- Plans, develops, implements, coordinates, monitors, and evaluates agency policies and procedures.
- Interprets and ensures compliance with federal and state laws and policies.
- Ensures the agency established goals, objectives and performance measures are achieved.
- Reviews and approves management, productivity, and financial reports.
- Reviews guidelines, procedures, rules, and regulations; and monitors compliance.
- Reviews results of special investigations, internal audits, research studies, forecasts, and modeling exercises to provide direction and guidance.
- Plans and coordinates special and administrative assignments and programs.
- Represents the agency at business meetings, hearings, trials, legislative sessions, conferences, and seminars or on boards, panels, and committees at the request of the Executive Director.
- Travel 25% required for work related functions.
- Work hours other than 8-5 as required for work related functions.
- Performs other duties as assigned.

General Qualifications:
Minimum Education:
Graduation from an accredited four-year college or university with major course work in public administration, business administration, or a related field. (To receive an interview, a College Transcripts must be provided.)
Minimum Experience:
Three (3) – Five (5) years’ experience in administration, coordination, and monitoring of federal and state grants; OR a military executive leadership position providing direction and guidance in strategic operations and planning.
Preferred Qualifications:
- A master’s degree in business administration or a related field is strongly preferred.
- Experience with state and federal grants and contracts strongly preferred.
- Honorably discharged Veteran is strongly preferred.
Knowledge, Skills, and Abilities:
- Knowledge of laws and regulations pertaining to grants and contract administration.
- Knowledge of negotiation strategies and techniques of contract administration and cost monitoring for contracts; of systems and procedures used to evaluate a grantees performance; and of local, state, and federal laws and regulations relevant to the administration of federal or state funds.
- Ability to exercise sound judgment in making critical decisions; to analyze complex information and develop plans and to interpret complex data.
- Ability to plan, organize, coordinate, and assist in carrying out Agency programs and services.
- Ability to interpret guidelines, policies, procedures, and regulations; to evaluate contracts; to evaluate fiscal data for reasonableness, necessity, and conformity with grant requirements; to communicate effectively; and to plan, assign and supervise the work of others.
- Ability to prepare and present complex reports for Commission-level decisions.
- Ability to work effectively with a variety of individuals, groups, and stakeholders.
- Ability to effectively demonstrate negotiation and facilitation skills and to demonstrate exceptional communication skills both orally and in writing.
