Grants Administrator (Bethesda, Remote) Job at NORC at the University of Chicago
NORC at the University of Chicago seeks a Grants Administrator to join our growing Contracts and Grants team. This will be a dynamic, growth-oriented position for someone with a substantial grants administration background who wants to learn contracting and business development in addition to managing a substantial portfolio of active government and private grants. The successful applicant will be expected to advise on and monitor complex issues related to oversight, control, and compliance with government accounting and financial management requirements, familiarity and strong working knowledge of the OMB Uniform Guidance, the Federal Acquisition Regulations (FAR), as well as grant policies of the various federal sponsors is required.
While our main office locations are in Chicago, IL and Bethesda, MD, we will consider qualified candidates who prefer to work remotely.

The NORC Contracts and Grants department serves both internal NORC departments and external partners. Staff members work collaboratively to stay current with changing federal regulations through ongoing training and are responsible for federal compliance and reporting. #LI-remote,#LI-hybrid, #LI-AG1
- Ensures NORC compliance with grant awards, including but not limited to completing reporting requirements, submitting progress reports, performing subrecipient monitoring, and other administrating oversight duties
- Negotiates incoming subaward and subcontract agreements and other agreements, such as non-disclosure agreements under assigned grants and contracts
- Independently prepares administrative and business documents for grant and contract proposals
- Reviews solicitations and sponsor guidelines to advise proposal teams on compliance requirements
- Prepares consulting agreements, outgoing subaward agreements for the projects assigned
- Maintains official grant award and contract communications between NORC and its clients
- Works with the project team and the project financial analyst to resolve billing issues and advise project financial analyst on the preparation of financial reports
- Liaises with Accounting and Finance departments to ensure cost accounting compliance on projects
- Advises research department heads and project managers on grant and contractual issues
- Assists in organizational audits, when necessary
- Other duties as assigned
- Bachelor's degree from accredited college or university
- Minimum of 3 years of demonstrated federal grant administration experience required
- Grants.gov experience
- Knowledge of Federal regulations, government cost accounting standards, and agency policies and procedures that govern grant awardees
- Demonstrated proficiency with Microsoft Office Suite
- Ability to work with oversight while drawing upon knowledge of OMB Uniform Guidance, agency or client regulations, accounting standards and principles
- Strong interpersonal communication skills including superior writing skills
- Exceptional attention to detail
- Fluency in advising senior staff and executives on risk and compliance obligations
- Ability to meet deadlines while juggling competing demands for time and resources
- Deltek Costpoint experience a plus
- Foundation and private grant award experience a plus
- Budget development/review and knowledge of indirect rate structures a plus
