POSITION SUMMARY
Responsible for directing operations of Maniilaq controlled housing; including all units of I.H.S. and Maniilaq Association owned housing. Establishes and maintains positive and cooperative relationships with tenants, and Maniilaq employees. Reports to the Director of Facilities.
PRINCIPAL DUTIES AND RESPONSIBILITIES
Responsible for direct operations of the Maniilaq housing, which includes administrative and housekeeping functions and staff.
Performs regular review, drafts and makes recommendations to the Director of Facilities for all Housing related policies, standards, procedures and contracts. Provides recommendations to revise current Policy and or Procedures. Implements approved Association wide Housing Policy and Procedures.
Develops and carries out a management plan for the administration of the Maniilaq housing program; including, tenant relations, procedures, safety, security, inspections, legal compliance and recordkeeping.
Study housing demands, turnover rates, physical requirements, and make appropriate recommendations for efficient use of available housing units and the need for additional units.
Provides administrative support for the Housing Committee and reviews tenant complaints with the Committee and takes appropriate corrective action.
Hires, trains and evaluates the Housing Assistant, Night Watchman and Housekeepers.
Oversees and develops all Housing availability lists. Assigns TDY housing and oversees staffing requirements for the 38 unit. Authorizes housing assignments, reassignments and evictions for all Maniilaq managed properties.
Serves as the first point of contact for tenants, department managers and HR specialists for housing requests.
Directs the collection of rents and oversees the data input by the Housing Assistant into the Payroll system.
Coordinates with tenants and Finance Department to assure payroll deduction forms are completed and submitted in a timely manner.
Prepares documents for approved offers of housing and issues rental agreements and keys.
Formulates and develops short- and long-range goals and develops organizational and operational programs, procedures and plans for their accomplishment.
Assists the Director of Facilities in developing the annual Housing operating budget.
Works with the Extended Facilities Manager when issues arise concerning inventories; maintenance; upkeep.
Coordinates with the Extended Facilities Manager apartment availability, monthly rental revenues and occupancy records.
Maintains strict confidentiality of the Housing Services program.
Oversees Maniilaq Association’s activity center.
Provides on call coverage in Housing Services as needed.
Oversees interactions w/tenants regarding complaints, violations, and applications for housing, transfer requests, etc.
Must be able to control and organize the digital key system and standard key system that is currently in effect
MINIMUM REQUIREMENTS
High school diploma or equivalent and at least three (3) years professional experience at the policy-making level, or equivalent combination of education and experience. Four years directly applicable experience in managing property or facilities, or equivalent combination of education and experience. Computer literacy. Must possess or ability to obtain with 90 days a current Alaska Driver’s License and have a good enough driving history to be insured to drive Maniilaq Vehicles.
