Integrated Services for Behavioral Health (ISBH) is a community-minded, forward-thinking behavioral health organization helping people along the road to health and well-being. The Housing Program Specialist is responsible for providing housing case management and financial assistance to individuals and families experiencing and at risk of homelessness. This new position is a member of a team dedicated to ending homelessness in southeast Ohio, and works closely with clients and case managers to achieve permanent housing stability through federal, state, and local resources. The successful candidate will serve Athens County Ohio.
Essential Functions:

  • Maintains working knowledge of program requirements, and local housing and utility resources.
  • Determines participant eligibility, calculates income, and determines rent subsidy according to program guidelines.
  • Facilitates mandatory and necessary housing meetings as required.
  • Performs Habitability Standards or Housing Quality Standards (HQS) inspections as required.
  • Ensures rent is reasonable and affordable, compared to unassisted units.
  • Develops and maintains positive relationships with area landlords and property managers; provides eligible landlord incentives when appropriate and available to increase access to affordable housing stock.
  • Advocates for program participants; provides mediation services between clients and landlords to prevent eviction.
  • Directly provides home and community behavioral health services that are practical, helpful, and collaborative.
  • Carries out utilization review and quality assurance activities as directed.
  • Maintains necessary documentation, participates in program evaluation, attends team and program planning meetings, cross-systems training, and acquires knowledge of community resources.
  • Meets billing productivity requirements established by Integrated Services for Behavioral Health.
  • Performs other job-related duties as assigned.

Minimum Requirements:

  • High School Diploma or GED required, minimum three years of directly relevant experience or Bachelor’s degree preferred.
  • Demonstrated high degree of cultural awareness.
  • Experience with individuals experiencing homelessness preferred.
  • Experience working with Affordable Housing, Property Management, and/or HUD Programs including HCV, PSH and/or RRH programs preferred.
  • Licensed and able to operate a motor vehicle with appropriate level of insurance coverage.
  • Must obtain Homeless Management Information System (HMIS) licensure within 6 months
  • Must obtain Housing Quality Standards Certification within 1 year.
  • Able to effectively communicate through verbal/written expression.
  • Must be able to operate in an Internet-based, automated office environment.
