Summary

Under the direction of the Senior Director of Operations, the Housing Compliance Specialist is responsible for the inspection, audit and examination of Department of Columbia Housing Authority (DCHA) public housing units for compliance with District of Columbia and U.S. Department of Housing and Urban Development (HUD) housing standards, laws and other requirements.

All activities must support the District of Columbia Housing Authority's (“DCHA” or “Authority’s”) strategic goals and objectives and produce results that accomplish the goals of the Office of the Office of Property Management Operations (PMO).

Essential Duties and Responsibilities

  • The below statements are intended to describe the general nature and scope of work being performed by this position. This is not a complete listing of all responsibilities, duties and/or skills required. Other duties may be assigned.
  • inspects conventional public housing units for quality and conformity to district and federal housing quality standards.
  • Conducts initial, special, and re-inspection inspections of housing units to ensure program compliance.
  • Investigates program abuse or rule and regulation violations, determines causes, and reports findings;
  • Coordination and monitoring of complaints and notices of violations
  • Works closely with the Region to address unit and development conditions findings;
  • Conducts weekly and/or property inspections to track the status of vacant units and other repair needs; inspects vacant units at random after refurbishment or rehabilitation to validate work quality and ensure the unit meets occupancy standards.
  • Serves as a troubleshooter for specific issues that may arise in housing developments.

Job Requirements

  • As needed, prepares weekly, monthly, and/or quarterly reports on inspection findings.
  • Maintains inspection process records; prepares and keeps a variety of reports, letters, and other correspondence related to inspections/compliance issues.
  • Other related duties may be assigned.

Job Competencies

  • Knowledge of the DCHA's mission, policies, procedures, goals, objectives, operational entities, requirements, and activities as they apply to the assigned organizational entity.
  • Comprehensive working knowledge of inspection and investigation techniques, methods, procedures, and practices
  • The ability to prepare inspection and compliance reports using report preparation techniques and practices.
  • Knowledge of relevant District of Columbia and United States Department of Housing and Urban Development (HUD) regulations, laws, and standards pertaining to low-income housing programs.
  • Understanding of current accounting procedures and practices
  • Ability to form and maintain productive working relationships.
  • ability to carefully analyze situations and recommend effective courses of action.
  • Oral and written communication abilities.

Education and/or Experience

A bachelor's degree from an accredited college or university and at least four years of experience in inspection or investigative work; or other equivalent combination of education and experience that meets the minimum qualifications requirement may be substituted.
