Human Resource and Payroll Compliance Manager Job at The Staffing Alliance
The Staffing Alliance is seeking an experienced Human Resource and Payroll Compliance Manager with at least three years of experience in staffing, HR, and/or payroll experience!

Human Resources
- Provides support and guidance to management, and other staff when complex, specialized, and sensitive questions and issues arise; may be required to administer and execute routine tasks in delicate circumstances such as providing reasonable accommodations, investigating allegations of wrongdoing, conflict resolution, and terminations.
- Acts as a liaison for internal staff and temporary associates in all aspects of HR management.
- Assists in the talent acquisition process, which includes recruitment, interviewing, and hiring of qualified job applicants, particularly for managerial, exempt, and professional roles; collaborates with managers to understand skills and competencies required for openings.
- Completion of all onboarding and deboarding of employees.
- Analyzes trends in compensation and benefits; researches and proposes competitive base and incentive pay programs to ensure the organization attracts and retains top talent.
- Creates learning and development programs and initiatives that provide internal development opportunities for employees.
- Oversees employee disciplinary meetings, terminations, and investigations.
- Responsible for organizational compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies, create policies and practices to maintain compliance.
- Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
- Maintains and updates the Employee Handbook as well as associated policies.
- Maintains a staff tracker for anniversaries, birthdays, evaluations, attendance, time off requests, and benefits.
- Complete quarterly satisfaction surveys for staff and oversee satisfaction survey distribution for temporary associates.
- Assist with the development of organizational culture, morale, social responsibility, and community networking.
- Create and maintain associated HR metrics.
- Maintains a working knowledge of federal and state legislation that impacts the various facets of the personnel function to ensure practices and policies are in compliance.
- Responsible for the administration of employee benefit programs, including health/dental/life insurance, and supplemental.
- Coordinates benefit plan design and/or revision with COO. Communicates changes to staff through written materials or group presentation. Serves as information resource to staff in regards to group benefits
- Assist with the development of staff job descriptions, responsibilities, and training checklists.
- Track employee performance evaluations and pay increases.
- Complete reports as requested.
- Performs other duties as assigned.
Payroll
- Responsible for overseeing the full-cycle weekly payroll process for 300+ to include processing electronic payroll, ACH uploads, garnishments, tax payments, insurance deductions, PTO, Mileage, and weekly customer invoice creation.
- Responsible for resolving payroll discrepancies, questions, and issues as they arise.
- Conduct weekly, quarterly, and annual payroll audit.
- Responsible for metrics tracking and meeting payroll accuracy goals.
- Responsible for database set up and compliance for all areas of payroll processing, workers compensation codes, and customer mark up.
- Oversees completion of weekly, quarterly and end of year taxes.
- Responsible for assisting and overseeing end of year payroll processing to include closing the payroll year, W2 processing, and providing notifications to employees.
- Responsible for creating customer contracts, maintaining customer file, and ensuring compliance with customer contract pertaining to employee pay, billing, and other associated contract terms.
- Implements, maintains, and reviews payroll processing systems to ensure timely and accurate processing of payroll transactions including salaries, benefits, garnishments, taxes, and other deductions.
- Ensures accurate and timely processing of payroll updates and changes both internally and related to Payroll Law.
- Prepares and maintains accurate records and reports of payroll transactions.
- Responsible for preparing policies, forms, and SOP’s for the Payroll Department.
- Responsible for managing payroll staff to include training, day to day supervision, performance evaluations, and counseling.
- Ensures compliance with federal, state, and local payroll, wage, and hour laws and best practices by studying existing and new legislation; enforcing adherence to requirements; advising management on needed actions.
- Performs other duties as assigned.
Qualifications
- Extensive knowledge of payroll function including preparation, balancing, internal control, and payroll taxes
- Extensive knowledge of all aspects of human resources
- Professional appearance and excellent communication skills
- Strong analytical and problem-solving skills
- Strong supervisory and leadership skills
- Above average proficiency in computer hardware and software
- Bachelors Degree or higher preferred
- 7+ years of HR experience
