A temporary vacancy exists in the Office of Human Resources, Human Resources Information Systems Division.

This position will be 35 hours per week, Monday through Friday.

This position will support the testing and implementation of Workday Time and Attendance core, and migration from Advantage HRM and legacy time and attendance system to Workday.


Examples of Duties

  • Performs as part of a team responsible for testing the HR functions within the new Workday HCM.
  • Assists with the execution of test cases and logging of defects, documenting business process workflows, working with cross functional teams on issue resolution.
  • Provides support and assistance to internal and agency HR staff before and after conversion to new Workday.
  • Assists with the human resources functions including promotion, hiring, transfer, and termination processes.
  • Assists with the processing of time and leave transactions and matters.
  • Assists with providing advice and information to employees, supervisors, and managers on a wide range of human resources laws, rules, regulations, policies and procedures, and memoranda of understanding.

Qualifications

Required Qualifications
Graduation from an accredited college or university with a bachelor’s degree, preferably in human resources administration, business or public administration, education or psychology.

Experience in human resources administration may be substituted on a year-for-year basis up to a maximum of four years for the required education.

Knowledge, Skills, and Abilities

  • Knowledge of principles of public human resources administration.
  • Knowledge of human resources laws and policies.
  • Skill in evaluating and analyzing information related to human resources administration.
  • Ability to quickly learn human resources policies and procedures and apply this knowledge.
  • Ability to interpret and apply compensation rules in accordance with County laws and Memorandum of Understanding with bargaining groups.
Preferred Qualifications
  • Experience with Workday time and attendance module.
  • Experience with HRIS systems, especially attendance and leave.
Proof of Licenses, Certifications and Education
Applicants are required to submit proof of licenses, certifications and education beyond high school to meet the required and preferred qualifications of the position. Diplomas or transcripts must show the applicant’s major field of study. Copies and unofficial transcripts are acceptable.

In order to qualify for life insurance benefits, part-time employees must be scheduled for four (4) full work days plus two (2) hours each week.

Employees may elect basic term life insurance for themselves equal to one time the employee's annual salary, rounded to the next higher $1,000. Employees contribute a portion of the premium through monthly payroll deductions. The County also offers an Additional/Employee paid Life Insurance plan with coverage up to $100,000.

Retirement
Employees are required to participate in the Baltimore County Employees' Retirement System, with very limited exceptions.

Paid Leave
Sick Leave - Monthly sick leave earnings prorated based on the number of hours worked per week. No maximum on accrual. Accrued balance can be applied toward service credit at retirement.

Vacation Leave - Monthly vacation leave earnings prorated based on the number of hours worked per week. Earnings increase after five, ten and fifteen years of service generally.

Holidays - Part-time 30 to 39 hour non-merit or non-classified employees will generally be paid for ten holidays per calendar year. Other part-time, non-merit or non-classified employees working 29 hours per week or less will receive two paid holidays per calendar year. These holidays are the Christmas holiday and the Independence Day holiday.
