Position Summary
The Human Resources Consultant – Employee Relations serves and supports Classified, Unclassified and Faculty employees and management by providing tactical consultative advice and services regarding employee relations, policy development/interpretation, and administration of human resource policies and procedures. The incumbent will support supervisors on performance development, discipline, investigations, and grievances. The HR Consultant – Employee Relations strives to support LSUHSC-NO’s commitment to diversity and inclusion, including supporting education and responding to employees with ADAAA accommodations. The Consultant is responsible for advising and guiding employees and supervisors in Employee Relations issues through analyzing individual situations and determining appropriate interventions; one-on-one counseling, coaching or development of individualized employee development tools, and providing follow-up to ensure performance accountability; interventions aimed at improving the effectiveness of work teams, and supervisory development. Position serves as an investigator and provides consultation in harassment and discrimination cases as well as managing the mediation for staff and supervisors and facilitating the classified staff grievance process. This role will assist with Fitness for Duty determinations with Campus Assistance Program.
Additional Position Information
Employee Relations -• Advises and guides employees and supervisors in Employee Relations issues through analyzing individual situations, determining appropriate interventions such as, one-on-one counseling, coaching or the development of individualized employee development tools, and providing follow-up to ensure performance accountability; interventions aimed at improving the effectiveness of work teams, and supervisory development.
- Conducts effective, thorough and objective investigations associated with fact finding for complaints of discrimination, harassment, retaliation and providing guidance and consultation to others engaged in the fact-finding role. Conducts investigation for disciplinary recommendations for classified employees.
- Provides counsel to employees and supervisors on Civil Service Rules, State and Federal employment laws, and LSU System Bylaws, Permanent Memorandums and LSUHSC Chancellor Memorandums.
- Fosters effective working relationships with employees at all levels, balancing employee advocacy with stewardship of University’s needs, goals, and values.
- Serves as a fact-finder and managing the mediation process for supervisors and staff and facilitating the classified grievance process. Acts as the hearing officer for the classified internal grievance process.
- Provides tactical guidance to supervisors on best practices for addressing employee relations matters, including handling disciplinary actions, terminations, grievances, progressive discipline, and conflict resolution.
- Composes disciplinary letters ensuring compliance with Civil Service rules. Reviews written responses and recommends disciplinary action relative to offense and past actions; ensures consistent applicant of standards.
- Consults and collaborate with legal on Civil Service appeals hearings. Acts as the University representative for Civil Service Appeal hearings.
- Conducts exit interviews, providing feedback to administration and academic unit management.
- Prepares documents in response to subpoena and record request.
Performance Development -• Provides coaching and guidance to supervisors, reviewing completed classified performance plans, and working with supervisors on creating and implementing performance improvement plans.
- Consults with supervisors to address employee performance issues and assist in writing Performance Improvement Plans.
- Assists supervisors in providing constructive performance feedback and partner with employees and supervisors on performance improvement strategies.
- Advises and guides supervisors to develop, address, and document job expectations related to employee performance and behavior issues.
- Provides employees and their supervisors’ consultation and guidance during the employee’s probationary period in order to prevent potential performance problems.
- Counsels employees concerning sensitive and difficult to resolve work-related problems.
Unemployment Program-• Manages the unemployment program.
- Represents the University at Unemployment hearings
Employment Policy Compliance -• Manages Civil Service probationary process.
- Manages the ACT 372 verification process.
- Conducts audits of HRM classified activities to ensure compliance with civil service rules.
- Manages labor law posters
FMLA and ADAAA
- Effectively interprets FMLA and ADAAA implications as it relate to leaves of absence and disabilities.
- Advises supervisors and employees on managing disability and employee performance, interpreting and applying HRM policies and procedures.
- Works with the Campus Assistance Program to determine Administrative Referrals /Fitness for Duty referrals when appropriate.
