Community Services Foundation (CSF) provides the training and oversight of programs and services offered in managed housing community centers throughout the metropolitan Washington DC area. CSF youth programs offer afterschool and summer enrichment activities that include homework assistance; STEAM (science technology, engineering, arts and math) tutoring, digital literacy character education, health and wellness, journaling and public speaking, as well as services tailored to meet the needs of residents. CSF also offers adult programs that range from job readiness to social recreational activities.

HR Manager

SEEKING QUALIFIED LOCAL DMV CANDIDATES TO BE BASED IN THE OFFICE

The HR Manager will assist Community Services Foundation to accomplish its mission and vision. The responsibilities of the HR Manager include overseeing, refining, and executing employee standards and procedures by using and improving HR existing and recommended systems and processes.

· Analyzes trends in compensation and benefits; researches and proposes competitive base and incentive pay programs to ensure the organization attracts and retains top talent.

· Partners with the leadership team to understand and execute the organizations human resource and talent strategy, particularly as it relates to current and future talent needs, recruiting, retention, and succession planning.

· Provides support and guidance to HR generalists, management, and other staff when complex, specialized, and sensitive questions and issues arise; may be required to administer and execute routine tasks in delicate circumstances such as providing reasonable accommodations, investigating allegations of wrongdoing, and terminations.

· Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.

· Identify and recommend areas of improvement to internal standard operating procedures, including team restructuring and morale.

· Support departments in the development and delivery of strategic HR plans to fit with the overall business direction.

· Plan, monitor, and appraise HR activities by scheduling management conferences with employees, hearing and resolving employee grievances, training managers to coach and discipline employees, and counseling employees and supervisors.

· Champion the onboarding process, ensuring the process is up to date and of high quality, providing clarity and connection for all employees and their role in relation to the overall vision.

· Maintain management guidelines by preparing, updating, and recommending human resource policies and procedures.

· Build strong relationships with external suppliers, fostering trust and promoting collaboration.

· Handle confidential matters with discretion.

· Performs other duties as assigned.

Requirements

  • Bachelor's degree in Human Resources, Business Administration, or related field required.
  • 3+ years in human resources or recruitment
  • SHRM-CP or SHRM-SCP highly desired.
  • Exceptional communication skills, writing skills, interpersonal skills, and ethical mindset
  • Adept to problem-solving and conflict resolution
  • Extensive knowledge of HR policies and systems
  • Familiarity with HR software and working knowledge of MS Office

WORK ENVIRONMENT: Primary office hours are Monday-Friday from 9:00-6:00; schedule may shift to start earlier, end later, or involve weekend work based on business needs, workload, and other factors.

While performing the duties of this job, the employee is regularly required to read, write, talk and hear. The employee frequently is required to sit; use hands/fingers to handle or feel (e.g. type, write, etc.); and reach with hands and arms. The employee is occasionally required to stand; walk; climb or balance; stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to 20+ pounds. Specific vision abilities required by this job include close vision, distance vision, depth perception, and ability to adjust focus. Must have reliable transportation and ability to meet attendance/punctuality requirements and to facilitate on-site visits to properties (10% travel estimated).
