LifeWorks of Austin, TX is looking for a Human Resources Manager to join our Human Resources team! The Human Resources Manager leads day-to-day operations and functions of the Human Resources Department including but not limited to oversite of payroll, compensation and benefits, HR law and regulatory compliance, employee relations, training and development, and performance management. The HR Manager develops, implements, and oversees the practice of HR policies and procedures. This role serves as an ambassador for the agency core values and weaves them into the HR processes and experiences. The HR Manager helps drive culture throughout the organization. The HR Manager has a responsibility to be familiar with each LifeWorks program and the services delivered in order to provide HR solutions that best support the organization and staff.

RESPONSIBILITIES

  • Manages daily operations of HR Department by way of overseeing direct report’s day to day work, providing direction and feedback on priorities and work product and guiding direct reports in the interpretation of policies, procedures, and practices as it relates to decision making in their role.
  • Develops, implements, and maintains HR policies, processes, and procedures while striving to incorporate diversity, equity, and inclusion best practices.
  • Participates in the development and implementation of HR department goals and strategic planning in partnership with the Chief Human Resources Officer (CHRO).
  • Monitor and provide reports and updates on team deliverables and on HR metrics.
  • Supports HR staff on day-to-day responsibilities including running reports, job description review, background checks processing, worker’s compensation claims, and interpretation and guidance of policies and procedures.
  • Supports and contributes to agency training and development needs, including leadership development strategies, staff development planning, and facilitating training presentations as needed as well as oversees the Learning Management System.
  • Plans, manages, and executes annual processes including pay increases, open enrollment, performance reviews, staff engagement survey, EEO-1 filing, and OSHA 300 reporting.
  • Ensures electronic staff files including employee, intern, and volunteer records are accurately maintained and up to date; establishes a system for auditing for accuracy and compliance.
  • Oversees continued development, maintenance, and integrity of Payroll and Human Capital Management System; identifies opportunities to streamline processes, reduce redundancies, improve accuracy, and increase an elevated employee experience.
  • Supervises full cycle payroll function by providing checks and balances, reviewing and approving all payroll files, and ensuring compliance with payroll and tax filing regulations; oversees annual and quarterly payroll and ACA filing requirements and ensures accuracy and timeliness.
  • Oversees Worker’s Compensation, FMLA, General Leave and ADA processes; reviews and approves leave and accommodation requests, while ensuring compliance with all applicable employment laws.
  • In partnership with the CHRO, leads annual benefit renewal strategy and plays key role in annual benefit selection decision making process.
  • Manages all aspects of annual open enrollment process; develops strong working relationship with broker; manages insurance vendor relationships and holds them accountable for excellent service delivery.
  • Manages employee relations; timely responds to employee concerns and questions; delivers and leads difficult conversations with employees and managers; helps coach staff and managers on crucial conversation techniques.
  • Counsels managers on handling staff performance, behavior, and attendance concerns; advises on corrective action steps; collaborates on documentation of concerns.
  • Leads investigations, applies fact finding techniques, documents all pertinent information, and determines outcome and actions as a result of the investigation.
  • Oversees exit interview process and gives input to turnover mitigation strategies based on exit feedback data and trends; quarterly presents Executive Exit Summary Report to leadership.
  • Ensures high quality customer service of the team to internal and external “customers” through timely, professional, and compassionate support and results.
  • Lead hiring, orientation, training, supervision, evaluation, and dismissal of direct reports.
  • Conducts monthly one on one check ins with direct reports.
  • Keeps abreast of employment laws and current legislation in relation to HR and assists in routine compliance requirements.

QUALIFICATIONS

  • Requires a Bachelor’s Degree in Human Resources, Business Management or equivalent;
  • Requires 5+ years of related Human Resources experience; or
  • Equivalent combination of education and experience.
  • Highly preferred 2+ years supervisory experience, managing direct reports, and overseeing and delegating a broad range of HR functions to staff members.
  • Proficient in MS Office Suite, preferred intermediate level Excel skills.
  • Preferred experience in a multi-program non-profit environment.
  • Preferred experience administering or overseeing payroll. Working knowledge of payroll and employment regulations.
