General Description

Responsible for providing advisory, counseling, and processing services for various retirement systems, employee benefits, and other administrative HR functions and projects. Operating title: Human Resources & Communications Specialist.

Examples of Duties (Essential Functions)

Although the department is responsible for all human resources and communication functions, the successful candidate will primarily focus on benefits administration. An overall scope of knowledge in Human Resources is preferred. Duties may include:

Provide guidance and assistance to employees, managers, retirees, former employees, survivors, and beneficiaries regarding a variety of benefits such as Florida Retirement System (FRS), group health, dental, vision and life insurance, flexible spending accounts, and related programs.

Provide guidance to management, employees, retirees, and former employees on benefit program entitlements/options, regulations and policies, program coverage, options, and advantages and disadvantages of benefits.

Counsel families/beneficiaries of deceased employees’ concerning benefits payable. Provide technical assistance in the completion of required forms.

Provide a variety of computations for retirement and separation of employment.

Ensures the accuracy of all benefit enrollments. Provide vendors with accurate enrollment and eligibility information. Process new hire enrollments and qualifying events.

Support human resources and payroll functions by inputting data and employee actions into Tyler Munis, BenTek, and other software programs.

Provides advice and counsel to employees related to human resources programs, plans, policies, procedures, rules, and regulations.

Assist in the administration of FMLA and other leave-of-absence benefits. Ensure compliance with federal regulations and workplace policy.

Assist with planning, delivering, and implementing annual open enrollment.

Monitor, prepare, and input vendor invoices, retiree benefit payments, and other human resources related expenses and receipts.

Assist in HR functions and projects to include file management, recruitment, training, reporting, volunteer program management and performance management.

Perform other duties as assigned.

Typical Qualifications and Minimum Qualifications


Verifiable, related work experience may be substituted in lieu of postsecondary educational requirements if a candidate is otherwise qualified for the position. Related work experience may not substitute for any required licensure, certification, or registration required for the position. Substitution of postsecondary educational requirements is authorized as follows:

  • Graduation from high school or possession of an accredited equivalency diploma AND five (5) years of experience directly related to job functions, four (4) of which must include human resources experience AND the ability to pass skills tests such as typing, spelling, grammar, and math within one (1) year, OR;
  • Associate Degree AND three (3) years of human resources experience AND the ability to pass skills tests such as typing, spelling, grammar, and math within one (1) year, OR;
  • Bachelor Degree AND one (1) year of human resources experience AND the ability to pass skills tests such as typing, spelling, grammar, and math within one (1) year, OR;
  • Masters Degree AND the ability to pass skills tests such as typing, spelling, grammar, and math within one (1) year

In addition to the above, three years of employee benefits administration experience is preferred.

Position has no supervisory responsibility, but position may train teammates.

A valid driver's license is required.

Complete employment history for at least 10 years is required.

Must be computer literate and have ability to keyboard. Skilled in the use of a calculator, personal computer and general office equipment.

Ability to sit for extended periods of time, while concentrating on repetitious or complex tasks. Ability to multitask and work within deadline constraints and workload surges. Ability to work in a fast paced environment with frequent interruptions while maintaining speed and accuracy.

Position and duty location may vary between East and West side of the county based on workload. Duties may require some evening and/or weekend work. Some travel to off-site locations may be required.
