Under direction, perform administrative tasks to analyze and resolve human resource issues, perform analytical work and research on a wide variety of special projects in the areas of recruitment, selection, classification, compensation, administration, performance management, training, equal employment opportunity, labor relations and other human resource programs, and performs related duties as required.
DISTINGUISHING CHARACTERISTICS
This class is the normal entry-level class. Incumbent has a large degree of responsibilities characterized by the performance of routine tasks under minimal supervision or more complex tasks involving the application of established procedures and policies.
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Develops and implements recruitment plans; designs and coordinates examinations, job announcements and advertisements; develops selection criteria to rank candidates; selects and coordinates activities of temporary employees; conducts oral interviews; administers performance tests and serves as proctor of written examinations; participate in job fairs and other recruitment activities.
Develops and implements employee benefits programs; creates and reviews monthly benefit invoices; coordinates procedures to initiate employee benefits; resolves employee complaints regarding health and welfare plans and payroll; manages open enrollment process.
Processes and verifies payroll; maintains payroll records; compiles reports and statistics of payroll and personnel activities; maintains various leaves and workers compensation records.
Identifies and analyzes problems related to organizational structure, salary levels, classification, examination procedure and other human resource related activities.
Develops and presents employee training, orientation and recognition programs; assists in equal employment and diversity programs and activities.
Acts as a liaison between court human resources and management; interprets personnel rules, MOU and other personnel regulations.
Assists in developing and maintaining record-keeping systems; conducts phone and mail surveys and prepares replies; prepares reports and correspondence; develops and revises forms.
Makes oral presentations to interested groups requesting human resource information; provides information on personnel, payroll and benefits programs and procedures.
Conducts job classifications and compensation analysis studies; drafts specifications; conducts job audits; researches and gathers related data.
Conducts workplace investigations; prepares report of findings; assists with employee disciplinary actions.
Compiles, tabulates and analyzes salary and benefit data required in maintenance and revision of the compensation plan; evaluates salaries and benefits to comparable classes in the labor market; recommends changes and provides impact on related classifications.
May schedule, train, review and assign work of support staff; may participate in employee selection; provides guidance and direction to other human resource staff.
ADDITIONAL FUNCTIONS
Performs general/clerical tasks, which may include answering telephone calls, making copies, sending/receiving faxes, filing documentation, or processing incoming/outgoing mail.
Provides assistance to other employees or departments as needed.
Performs other related duties as required.
Experience
Two years of increasingly responsible experience in recruitment, payroll, maintenance of personnel records, classification, compensation, employee benefits, employee training and/or orientation, or any other related human resource duties.
Education
Graduation from an accredited college or university with a Bachelor's degree in personnel management, business management, public administration, or a closely related field.
Knowledge of:
- Principles and practices of personnel management;
- Principles and practices of accounting and payroll;
- Functions of a personnel department;
- Principles and practices of benefit and risk management administration;
- Principles and practices of office management and functions;
- Principles and methods of data gathering and presentation;
- Language mechanics;
- Principles and methods of public relations and basic interviewing techniques.
Ability to:
- Read and comprehend technical written material;
- Coordinate work between various units;
- Apply basic statistical and mathematical concepts;
- Learn basic software and operate word processing and standard office equipment;
- Communicate effectively both orally and in writing;
- Plan and organize work to meet deadlines;
- Establish and maintain effective working relationships with those encountered in the course of work.
- Ability to maintain a high level of confidentiality.
Special Requirements
A valid class C California driver's license may be required. The requirement will be reviewed on a position basis in accordance with ADA regulations.
Professional in Human Resources (PHR) certification desirable.
