POSITION SUMMARY
Exercises expertise, authority and responsibility to administer, plan, organize, improve, evaluate, and direct the operations of the Eau Claire County Human Services Department in accordance with state and federal laws and regulations and to implement general policies set forth by governing bodies and agencies.
ESSENTIAL FUNCTIONS (Illustrative only)
- Develops, recommends, and implements policies and procedures enacted by the Human Services Board and County Board of Supervisors or upon own authority
- Develops and presents proposals to governing committee, County Board, or other authorities for approval
- Establishes long-range plans, goals, and objectives for the Human Services Department
- Directs and recommends refinements in the "option paper" planning process, requests for proposals, and procurement process
- Participates in the development and implementation of local, state and federal legislation and policies bearing upon the Department's services
- Plans, organizes, improves, evaluates, and directs the operational activities of Department programs
- Provides policy and philosophical direction to Human Services staff
- Institutes and monitors procedures to ensure compliance with legal requirements governing human service delivery systems
- Leads Department supervisors and staff in evaluating the effectiveness of existing program
- Develops appropriate modifications to utilize available resources more efficiently
- Maintains close reporting and consulting relationships with the County Administrator, Corporation Counsel, Human Resources Director, other department heads, and other County officials and committees
- Administers the internal personnel functions of the Department
- Establishes, promotes, and monitors ethical, legal, and professional standards of practice among staff
- Directs the coordination of staff and services and the application of decentralized decision-making
- Oversees staff development and training
- Exercises appointing authority over all staff including hiring, evaluation, promotion, transfer, discipline, and termination of individual employees within the limits of County Code and applicable collective bargaining agreements
- Responds to grievances at the department level
- Administers the Department’s fiscal operations
- Determines Department funding needs and prepares the annual Human Services Department budget
- Negotiates annual contracts with state agencies for the provision of services
- Directs the preparation and negotiation of requests for federal, state and private grants
- Negotiates and coordinates the development of contracts and agreements
- Monitors budget, contracts, services, costs, and other factors to identify problem areas and recommend refinements
- Identifies and analyzes options for services for feasibility and cost-effectiveness
- Oversees the organization and maintenance of reporting and recording systems including application of electronic information systems to ensure that accurate records are kept in accordance with legally mandated record management practices and procedures
- Prepares reports for administrative and public review
- Promotes public awareness and understanding of the department and represents the Department and its interests to the news media, community agencies, professional organizations, and the general public
- Performs other responsibilities and duties as required or directed
REQUIRED QUALIFICATIONS
- Master's Degree in Human Services field, Business, or Public Administration
- Five (5) years of demonstrated successful Human Services senior management experience in the public or private sector
- Experience in administration of multiple human services programs for a community based agency including program planning, administration, budgeting, and personnel supervision
LICENSES, CERTIFICATES, AND OTHER REQUIREMENTS
- Appointment will be conditional upon successful completion of criminal and caregivers background checks
