The Oregon Department of Human Services (ODHS) serving Jackson/Josephine County is looking for a talented individual to serve as a Self Sufficiency Program Manager/Human Services Manager 2. What you need to qualify

Six years of experience of supervision, management, or progressively related experience in the Human Services or Social Services programs.
OR
-
3 years of related experience in the Human Services or Social Services programs and a Bachelor’s degree in a related field.

Your duties at a glance
District 8 delivers Self Sufficiency Programs (SSP) services to all eligible Oregonians in Josephine and Jackson County. This position works collaboratively within the local Leadership team to coordinate the Self Sufficiency programs. The local Self Sufficiency Program has approximately 265 staff responsible for supporting Oregonians experiencing poverty and domestic violence in Josephine and Jackson counties. Self-Sufficiency Programs operates and coordinates multiple programs according to state and federal rules as tools for achieving the mission of reducing inequity and supporting all Oregonians in exiting poverty.

This position coordinates all district delivered ODHS services and is directly responsible for Self-Sufficiency Program services. This position is also responsible for continuous quality improvements, projects, and strategic plans. That includes agency-wide efforts like the ODHS Management System, budget, contracts, and Self-Sufficiency Programs specific initiatives while assuring ODHS clients receive services in a manner that recognized their dignity, individual culture, and personal choices.

Daily communication and collaboration across ODHS programs, including internal, external and community partners throughout the state. This position represents ODHS in the local community and demonstrates leadership in the development of viable, effective partnerships within the community that will benefit Oregonians.

As part of the executive leadership team of Self-Sufficiency Programs, you will lead and work with program management and all leadership teams of the agency, including Self-Sufficiency Programs, internal, external, and community partners to identify, prioritize, support, resource, and execute critical initiatives and projects.

Maintain a work environment that respects, understands, and honors the lived experiences of our clients, colleagues, and the communities we serve.

Works with the leadership team to develop anti-racism and RISE goals and metrics as well as workplans for reaching those goals.

Respond / resolve employee grievances and work with HR partners to address personnel issues. Assure that performance standards are established and Self Sufficiency Program staff.

Provide Coaching and development for direct reports, staff, and leaders across the district on setting branch culture, determining schedules, community engagement and outreach.
Working conditions
-
Works on a district wide basis and required to visit the SSP offices in District 8. Will maintain lots of visibility in the district. (Need to live in Josephine, Jackson County, or the surrounding area, this is not a remote position.)

Most of the work is accomplished in a typical office environment. The position is a hybrid schedule of working in the office, from other district offices, from home and while traveling for work.

Limited physical exertion is required.
-
Regular travel to other district offices and daily work with a diverse group of ODHS employees, local government officials, private non-profit agencies, clients, and other partners/service providers. Travel to meetings, trainings, etc., is required, sometimes in inclement weather.

May have to work with multiple partners with conflicting requirements.
-
Much of the work is performed under pressure of time or adverse circumstances including occasional contact with persons who may be experiencing financial and emotional stress or trauma.

It will often be necessary to work beyond normal assigned work hours of 8-5, as emergencies arise.

Occasional evening and/or weekend travel, including overnights, or work assignments may be necessary.

Valid driver’s license or acceptable method of transportation is required.
