MINIMUM TRAINING AND EXPERIENCE REQUIREMENTS: Graduation from an accredited associate degree program in
Human Services Technology, Social Services Associate, Paralegal Technology, Business Administration, Secretarial
Science, or a closely related curriculum; or graduation from high school and two years of paraprofessional, clerical, or other public contact experience which included negotiating, interviewing, explaining information, gathering and compiling of data, analysis of data and/or performance of mathematical or legal tasks with at least one year of such experience being in an income maintenance program; or graduation from high school and three years of paraprofessional, clerical or other public contact experience which included negotiating, interviewing, explaining information, the gathering and compiling of data, the analysis of data and/or the performance of mathematical or legal tasks; or an equivalent combination of training and experience.
JOB DESCRIPTION: This position takes and processes applications for Income Maintenance programs with the primary duty of intake for the Adult Medicaid Unit and the processing of disability (MAD) & private living (MAA & MQB) applications within the Adult Medicaid Unit. The responsibilities include but are not limited to interviewing clients, explaining program requirements, obtaining required information, and verifying all obtained information as part of the eligibility process. This position could perform the duties of an Income Maintenance Caseworker I for any of the Income
Maintenance programs, depending on the needs of the agency.
SPECIAL JOB REQUIREMENT: Employment drug test, driver’s history screen and criminal background check required of finalist applicant(s). Selected candidate must become NCFAST certified by completing the NCFAST Core Functions
Examination within 90 days of employment. Must receive a passing score of 70% to become certified.

SECTION I - GENERAL INFORMATION:
The main purpose of this position is to take and process applications for Income Maintenance programs, with the primary duty of intake for the Adult Medicaid Unit and the processing of disability (MAD) & private living (MAA & MQB) applications within the Adult Medicaid Unit.
A. The primary duty of this position is to take Adult Medicaid applications and process the disability (MAD) & private living
(MAA & MQB) Adult Medicaid applications in the NC Fast system. The work involves direct contact with the clients and direct or indirect contact with clients’ family or representative to gather and verify information necessary to determine eligibility The work of this position is subject to second party review.
B. The responsibilities of this position include but are not limited to the following: a. Explaining program requirements b. Interviewing the client c. Completing the necessary paperwork d. Obtaining required information e. Verifying information provided by the client f. Determine program eligibility based on policy rules g. Complete thorough documentation h. Perform accurate data entry i. Maintain legible and organized paperwork
C. When a client is in the agency to apply for Adult Medicaid and cannot stay to complete the interview/application process, this position can make appointments as needed.
D. Position may include traveling to an off-site storage facility to obtain case files for the Adult Medicaid Unit.
E. Position performs data entry into the NC Fast Case Management System and can also assist the Adult Medicaid Unit with pulling computer-generated matches and /or reports. The reports would then be distributed to the appropriate staff.
F. Position could perform the duties of an Income Maintenance Caseworker I for any of the Income Maintenance programs, depending on the needs of the agency.
G. Position must be available to assist with Emergency Shelter Management in the event of a disaster in the community. Must have transportation available and be free to attend meetings at any time, occasionally staying overnight. Position must have a valid driver’s license and access to a telephone at home. Position will occasionally work overtime and on weekends, holidays, or after hours.
SECTION II - DUTIES AND RESPONSIBILITIES:
A. PUBLIC CONTACT:
This position will have constant public contact in person and by phone to take Adult Medicaid applications as a primary duty.
This position also has contact with clients when processing disability (MAD) & private living (MQB) applications for the
Adult Medicaid Unit.
This position may have contact with other Currituck County department staff, other local resource agencies, financial institutions, insurance companies, State policy representatives, the NC Fast Help Desk medical providers and other county
Departments of Social Services.
B. RECORDS AND REPORTS:
Will create, run and work various Income Maintenance reports as needed to perform the duties of the position.
C. FILES:
This position will set up and scan case files for Adult Medicaid as needed.
D. COMPOSITION:
This position may create correspondence to a client or a client’s representative on a limited basis.
E. OFFICE EQUIPMENT OPERATION: a. Position uses a computer to perform data entry into the NC Fast Case Management System. This is to take & process applications for Adult Medicaid or other programs as needed, for sending required notices to clients, and for sending other miscellaneous correspondence. b. Use of facsimile machine to send and receive information. c. Use of standard copy machine to make copies and for scanning. d. Position uses a calculator to total various calculations used in the Income Maintenance program. e. Position uses a desk top scanner to scan documents into the NC Fast Case Management System.
F. SUPERVISION RECEIVED:
Position is supervised by an Income Maintenance Supervisor II.
G. RESOURCE AND GUIDELINE AVAILABILITY:
Resources include the Social Services Director, Administrative Officer I, and two Income Maintenance Supervisor II’s. There are on-line policy manuals and NC Fast job aids that are routinely referred to with regard to data entry and program policy.
This position is required to read manuals and keep up with new or changed policy or procedures.
H. OTHER: a. Perform duties as assigned by the County Manager or his designees during a State of Emergency or other disaster.
Also perform other duties as assigned by the Social Services Director.
