- This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
- Selectee will be required to wear the military uniform.
- Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
- Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
- Males born after 31 December 1959 must be registered for Selective Service.
- Federal employment suitability as determined by a background investigation.
- May be required to successfully complete a probationary period.
- Participation in direct deposit is mandatory.
- Possess a SECRET security clearance and be able to obtain and maintain a TOP SECRET security clearance within one year of the effective date of the personnel action.
- Possess or be able to acquire a Puerto Rico driver's license/ Heavy Mobile driver's license.
- Attend the ARNG Security Manager Course within 12 months and the Security Fundamentals Professional Certification (SFPC) within 24 months of hire.
- Loss of military membership will result in immediate loss of your full-time military technician position. Continued employment is contingent upon satisfactory completion of the mandatory training specifically identified for the position.
- Excepted Civil Service Technicians are required to maintain a MOS/AFSC and military grade that is determined by the NGB to be compatible with the assigned technician position.
- In order to achieve compatibility prior to effective date of personnel action, individual selected must be eligible for military assignment to a paragraph and line number in one of the following FA 34A, BR 35, or AOC 31A.
- If selected for this position who is not qualified in one of the mentioned BR/CMF/MOS, MUST submit to HRO, before date of appointment, the correct military paperwork/application to attend the technical training school required to be MOS Qualified.
- If selectee fails to process the school application and does not successfully graduate from the school, he/she will be terminated from the technician program for failure to meet the compatibility standards and receive a 30 days notice of separation.
Qualifications
IMPORTANT INFORMATION:
This position requires military membership in the Puerto Rico Army National Guard (PRARNG). If you are not a military member of the PRARNG (i.e. Airman, civilian, active-duty Soldier, prior service, guard member from another state, reservist, IRR, State Guard, etc.), you must contact the Recruiting and Retention (R&R) Office at (787) 289-1400 extension 2015 or 2008 and request the PRARNG Military Basic Requirements (MBR) Certification. If the MBR certification is not submitted, or you do not meet the requirements to be a member of the PRARNG, your application will not be screened.
AREA OF CONSIDERATION:
Area 1 = All permanent Officers employees (NG T32/NG T5) within Puerto Rico Army National Guard.
Area 2 = All indefinite Officers employees (NG T32/NG T5) within Puerto Rico Army National Guard.
Area 5 = Officers of the Puerto Rico Army National Guard.
Area 6 = Applicants who meet all requirements to become member of the Puerto Rico Army National Guard. (If the MBR certification is not submitted, your application will not be screened.)

To prevent a grade inversion, military rank allowed for this position will be determined at the final evaluation of the vacancy announcement considering the military rank of the supervisor.

INDEFINITE:
This position is advertised against a valid man-year of an employee currently on an Active Duty tour. If the employee does not exercise restoration rights, personnel action may become permanent without further competition, upon recommendation of immediate supervisor, or may be terminated at any time by management decision.
An applicant selected for an indefinite appointment will occupy a full-time position without a specific time limitation. A technician in this type of appointment does not work towards permanent tenure and can be terminated at any time with a 30-day notice. The permanent status of a current permanent employee will not change in the event of a selection for a position that is being announced as indefinite. If a current permanent employee is selected, the position will be filled as a Temporary Promotion or a Change to Lower Grade. Employee serving under a temporary promotion may not retain a grade or rate of basic pay held during the temporary promotion. DUTIES:
As a INFORMATION SECURITY SPECIALIST (D2477000), GS-0080-11, you will serve as the Information Security (INFOSEC) Specialist and Industrial Security Program (ISP) Manager, responsible for managing the operations of the INFOSEC and ISP programs for the State ARNG.
Physical demands:
The work is sedentary and is usually accomplished while the employee is comfortably seated at a desk or table. Some walking and standing may occur in the course of a normal workday in connection with travel to and attendance at meetings and conferences away from the work site. Items carried typically are light objects such as briefcases, notebooks, and data processing reports. Lifting of moderately heavy objects is not normally required. No special physical effort or ability is required to perform the work.
Working environment:
Work is predominately performed in a well-lit environmentally controlled office. Some exposure to minor discomforts and outside elements may occur, but not at such a frequency.
QUALIFICATIONS:

A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum (copy of the official/student transcript must be submitted with your application).
GENERAL EXPERIENCE: Applicants must have the experiences, education, or training that demonstrates the ability to follow directions, to read, understand, and retain a variety of instructions, regulations, and procedures.
SPECIALIZED EXPERIENCE: Applicant must possess at least TWENTY-FOUR (24) months of specialized experience performing or supervising duties such as expanded experiences and working knowledge on how to perform Special Security Representative duties and responsibilities in a Special Security Office, completing and managing the day-to-day operational duties within the Special Security Office in support of all sensitive compartmented information-associated security programs and measures; research and analysis reports on physical, information, computer, and personnel security; conducting intelligence support operations, procedures, and practices that are necessary to accomplish intelligence functions; n implementing policies and procedures required to manage sensitive compartmented information programs and to protect sensitive compartmented information resources; developing, evaluating, maintaining, and/or operating systems, policies, devices, procedures, and methods used for safeguarding information and materials; develops and implements an effective information security education program.
