Reports to: Chief Operating Officer

Pay Range: $110,000 to $143,000 per year (DOE/DOQ)

Hours per Week: 40 hours

Work Days: Monday to Friday

JOB PURPOSE: The Information Technology Director is responsible for ensuring that appropriate and effective information technology is implemented throughout the organization and that the operation of the department is in alignment with the business objectives of the organization. The Director ensures excellent customer service to the workforce. The Director recommends and deploys budget and resources to maximize IT value and impact, with attention to security, streamlining and standardizing business processes, addressing organizational needs, and supporting strategic plans. In addition, the Director serves as a member of the Leadership Team, provides information technology leadership and support to help drive improved outcomes.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Oversees all IT operations and infrastructure to include the installation, configuration, support, operation and maintenance of systems hardware and software related infrastructure, including servers, networking, workstation, laptops, printers, scanner, fax machines, video teleconferencing, video surveillance, copiers, and more.
  • Proposes strategic solutions and recommending new systems and software.
  • Developing, implementing and evaluating IT projects in line with organizational objectives.
  • Develop strategy for continuous upgrade of equipment in line with organizational needs.
  • Provide accurate and reliable information to the Leadership Team to support effective business and strategic decision making to reach technological goals.
  • Liaising with other departments to determine and address their IT needs and requirements.
  • Ensures appropriate configuration, support and maintenance of communication technology including email, phone system, mobile devices, public / internal websites.
  • Ensures development and maintenance of installation and configuration procedures.
  • Investigates and resolves problems with information systems and data.
  • Oversees the support of staff through a help desk, staff training, and setup and tear down of equipment as requested.
  • Ensures reported issues are resolved in a timely manner.
  • Maintains physical security of confidential materials and assigned agency property.
  • Ensures daily system monitoring occurs, verification of the integrity and availability of all hardware, server resources, systems, and key processes, reviewing system and application logs, and verifies completion of scheduled jobs such as backups.
  • Ensures performance of regular security monitoring to identify any possible system intrusions.
  • Ensures performance of daily backup operations, ensuring all required file systems and system data are successfully backed up to the appropriate media.
  • Ensures performance of regular file archival and purge as necessary.
  • Builds and maintains relationships with external advisors and vendors.
  • Oversees Electronic Health Records (EHR) system, coordinating response to operational and data problems with Qualifacts through their help desk support.
  • Supervises all members of the Information Technology Department.
  • Directs and prioritizes the workload of assigned personnel.
  • Ensures integrity of clinical records is maintained in accordance with organizational policy and state and federal regulations.
  • Maintains familiarity with and handles client information in accordance with Federal Regulations (42 CFR, Part 2), the Revised Code of Washington (RCW 71.05.390 and RCW 71.24), and other applicable laws pertaining to confidentiality of client and staff information.

SECONDARY DUTIES AND RESPONSIBILITIES:

  • Completes regular and timely performance evaluations for all assigned staff.
  • Maintains an equipment inventory.
  • Attends Performance Improvement Meetings on a regular scheduled basis.
  • Participates in organization and region-wide committees and task groups.
  • Manages special projects as needed.

PERFORMANCE EXPECTATIONS:

  • Responds to requests for assistance in a timely fashion.

REQUIRED EDUCATION, LICENSE(S), CERTIFICATION, AND EXPERIENCE:

Education: Bachelor's degree in Computer or Information Science, Computer or Electrical Engineering or a related field, or equivalent experience.

Experience:

  • Five years of professional setting Windows system administration experience.
  • Experience with OpenBSD, UNIX or Linux.
  • Experience working with HIPAA regulations.

Additional requirements:

  • Must be able to pass a pre-employment drug test and background check
  • Must be able to provide vaccination records for HepB, MMR, Tdap and recent flu shot

KNOWLEDGE, SKILLS, AND ABILITIES:

  • pfSense routers, utilizing dynamic routing, with ELAN between 10 or more sites
  • Virtualization using vCenter and ESXi by VMware
  • Knowledge of networking communications including fiber connections, ELANs, and VPNs

NATURE AND SCOPE:

Physical Demands:

  • Medium physical effort, lift up to 25 lbs occasionally and 50 lbs rarely.
  • Occasional standing and walking.
  • Occasional crawling under desks.
  • Prolonged sitting at desk with computer.

  • Coordinating - Determining time, place and sequence of operations or actions to be taken on the basis of analysis of data. May include prioritizing multiple responsibilities and/or accomplishing them simultaneously.

  • Ability to provide supervision and work collaboratively with staff.

Working Environment:

  • May be exposed to infections and contagious diseases.
  • Occasionally exposed to patients exhibiting assaultive behaviors.
  • Works in a clean, well-lit, and ventilated office.

  • Communicates with employees, vendors, and other agencies in the region.
