Basic Function

Under direction, is responsible for structuring, planning, managing, and reporting on a wide range of Information Technology projects in support of new IT solutions, infrastructure and capabilities for the City of Santa Cruz. Supervises related project staff as necessary. Delivers and/or coordinates standard and customized training to City employees.

Typical Duties

(May include, but are not limited to, those duties listed below.)
  • Works with customer teams, departmental technology coordinators, other IT staff, and consultants to clearly understand, define and implement IT projects for the City.
  • Issues and manages request for proposals for IT projects. Coordinates and negotiates resultant statements of works and vendor agreements in conjunction with other City IT management and department leadership.
  • Facilitates and coordinates the efforts of customers, IT staff, vendors and contractors to evaluate each IT project and to recommend appropriate solutions.
  • Conducts project feasibility analyses to determine the cost and implementation timeframe for proposed IT projects.
  • Develops a Project Plan to define the objectives, deliverables, approach, risk, resources, estimated budget and timeline for each project.
  • Structures and defines technical scope, roles and objectives of project for project team and other participants.
  • Identifies and schedules project deliverables, milestones, and required tasks.
  • Identifies risks and determines and implements mitigations
  • Coordinates the recruitment and/or assignment of project team members and assigns duties, responsibilities and scope of authority.
  • Monitors project expenditures and efforts to meet prescribed budget.
  • Directs and coordinates the activities of the project team to ensure that the project progresses on schedule.
  • Prepares project status reports and keeps management, customers, and others informed of project status and related issues.
  • Reviews status reports prepared by project personnel and modifies schedules and plans as necessary.
  • Coordinates and responds to requests for changes from original specifications.
  • Monitors project results against technical specifications.
  • Develops and maintains technical and project documentation.
  • Maintains ongoing communication between the project team, IT leadership and the customer project sponsor through regular reporting and by planning and facilitating regular meetings.
  • Responsible for client communication planning and execution.
  • Manages the identification and resolution of issues and conflicts that arise during the course of the project. Exercises professional judgment in escalating major issues and decisions to project sponsors and key stakeholders, as appropriate.
  • Facilitates the appropriate sign-offs, decisions and approvals for project deliverables.
  • Keeps abreast of project management leading practices, techniques and tools.
  • Provides project management coaching and mentoring to other staff as required.
  • Delivers and/or coordinates standard and customized training to City employees.
  • Participates in the development of standardized curriculums and other instructional tools.
  • Participates in the development of User documentation.
  • Performs training in accordance with documented procedures.
  • Performs other related duties that may be reasonably expected as part of this classification.


WORKING CONDITIONS:

Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in using a computer keyboard. Additionally, the position requires near and far vision in reading written reports and work related documents. Acute hearing is required when providing phone and personal service. The need to lift, drag and push files, paper and documents weighing up to 25 pounds also is required. Some driving is required. Additionally, off-site travel, attendance at multi-day off-site training sessions, weekend and evening work, and after-hours emergency call outs may be required. Some of these requirements may be accommodated for otherwise qualified individuals requiring and requesting such accommodations.

Minimum Qualifications

The minimum qualifications for Education, Experience, Knowledge, Skills and Abilities are the following:

Education and Experience

  • Bachelor’s Degree in Information Systems, Computer Science, Business Management, MIS or related field; and
  • Three (3) years of increasingly responsible professional experience as a Project Manager.

OR

  • High School Diploma or equivalent such as GED, and
  • Five (5) years of experience implementing and managing medium (6-8 months) to large (8-12+ month) information technology projects.

Knowledge:
  • Project management methodology and ability to create and adopt a city-wide project management methodology;
  • Negotiations tactics and methods;
  • Managing medium (6-8 months) to large (8-12+month) projects – including but not limited to resource allocation, project budget, project plans, communication and change management methods, and cross-discipline team integration;
  • Managing deadlines and meeting cost constraints;
  • Managing multiple efforts simultaneously;
  • Systems development lifecycles;
  • Business process flow diagramming;
  • Computer office automation tools including those involving basic project planning used by the City;
  • Developing and delivering technology training to employees;
  • Training techniques.

SALARY - The current salary range for this position is posted on the City website. Appointment may be made commensurate with experience. See the Mid-Management MOU documents on the City website for further details on pay rates and practices.
APPOINTMENT - Any candidate selected by the appointing department may be required to pass a pre-employment medical exam administered by a City-selected physician before hire to non-sedentary positions. Prior to starting work, all newly hired employees will be fingerprinted to check conviction history. A conviction history will not necessarily disqualify an applicant from appointment. Candidates must present documentation verifying authorization to work in the United States and take a loyalty oath as required by the State of California at the time of hire. Appointments to regular positions are subject to a six-month probationary period which is considered a part of the selection process. Probationary employees may be terminated without recourse during this period. Positions which are covered by the Department of Transportation regulations are required to submit to a pre-employment drug test and to random drug and alcohol testing.
LEAVE
Vacation – 80 hours/year up to 5 years, 120 hours/year 6-10 years, plus 8 hours for each year after 10 years up to a maximum of 160 hours/year.
Sick – 12 days/year
Holidays – up to 11 days/year
Floating Holidays - 24 hours per year - prorated for part-time
INSURANCE – (available to employee and eligible dependents)
Medical – Depends on plan selected; City generally pays at least 90% of the cost of coverage. Participating members make an additional $35 contribution per pay period towards health care benefits.
Dental, Vision, Employee Assistance Program – City currently pays full cost of employee and family coverage. Pro-rated for part-time.
Life – City provides a $25,000 life insurance policy.
Long Term Disability – City provides a long term disability plan.
MANAGEMENT LEAVE/OPTIONAL BENEFIT PLAN
80 hours of additional vacation per year. A $1,300 (less than 10 yrs) or $1,500 (greater than 10 yrs) annual contribution may be used to purchase additional vacation, be place in deferred compensation account or be paid in cash (cashout limited to 20 hours).
RETIREMENT
All regular employees become members of PERS. Public Employees' Retirement System (PERS) 2% @ 62 (3 year average). Prior PERS membership may affect retirement formula. Employees contribute 11.25% of their salary to PERS on a pre-tax basis. An employee is vested after 5 years of membership. No Social Security is withheld.
