About This Opportunity
The City of Hillsboro Water Department is seeking an Inspection Supervisor to join their dynamic, collaborative team. The Hillsboro Water Department operates at a metropolitan scale from a suburban environment, with responsibilities for local water distribution as well as for regional water supply, providing drinking water supply to nearly 400,000 people. The Water Department is working on a $520 million 10-year capital improvement program. Come join a high functioning, enthusiastic team overseeing construction inspection.

The City of Hillsboro currently serves about 85,000 residents with drinking water. In addition, Hillsboro is the managing agency for the Joint Water Commission, a partnership with City of Forest Grove, City of Beaverton, and the Tualatin Valley Water District. The JWC jointly owns a water treatment plant, large storage tanks, and many miles of large transmission lines. Hillsboro is unique in that it’s a small town that manages large assets and has exciting opportunities for project management. This position will oversee a wide range of projects, including waterline replacements, finished water tank repairs, water treatment plant upgrades, and pump replacements.

General Statement of Duties

  • Supervise Inspectors
  • Coordinate and assign inspectors to appropriate projects
  • Establish standard inspection and documentation protocols and develop SOP's
  • Support other Divisions, Workgroups, and Departments as appropriate or as directed
  • Provide constructability reviews for capital projects
  • Assist with cost estimating
  • Verify details of developer reimbursements
  • Mentor subordinate staff for professional growth
  • Maintain project status updates
  • Coordinate all work on live waterlines with Engineering and Water Operations
  • Coordinate work planning and resourcing inspectors with Supervisor and Engineering Manager
  • Communicate frequently with Supervisor regarding change orders and change work
  • Coordinate transfer and accuracy of as-built documentation


Ideal Candidate
The ideal candidate has a Bachelor or Associate degree in construction management or equivalent experience in construction inspection and or management.
  • Knowledgeable in the following areas:
    • Reading and interpreting construction drawings; Interpretation of construction specifications;
    • Understanding of construction contracts and provisions;
    • Current construction practices and technology; Current safety protocols; Review of submittals and pay applications;
    • Review and negotiation of change orders; Current technology for construction documentation;
    • Projectdox, Accela Automation & GIS mapping systems software;
    • State of Oregon Cross Connection requirements.
  • Experience leading and supervising a team, mentoring staff to develop their professional experience and knowledge, and establishing and enforcing consistent, standard practices.
  • Desire for continual self, and organizational improvement.

Acceptable Experience and Training
Bachelor's degree in Civil Engineering, Public Administration, Project Management or a closely related field and 2 years of experience in assigned area of responsibility, including 1 year of lead or supervisory experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
