Employment Class: Full-Time Regular
- Use professional-level knowledge of principles, techniques, and practices of instructional systems design, adult learning theory, training research methodology, statistics, and technology
- Use interactive process improvement and best practice methodologies in instructional design, applied psychology, psychometrics, human factors engineering, educational measurement
- Develop instructional sound training, testing, and post-training evaluation materials in accordance with U.S. Army Training and Doctrine Command (TRADOC) publications, particularly the 350-70 series, and per Army Medical Department Center and School (AMEDDC&S) instructional design SOPs, guidelines and standards.
- Use the ADDIE model throughout the instructional design process.
- Perform a variety of analysis activities to make design or change recommendations to improve instructional effectiveness. Produce comprehensive analysis reports documenting findings and substantiating recommendations.
- Identify and design the best approach to meeting requirements, including delivery strategies, learning outcomes and objectives, student-centered learning activities, assessments, and instructional formats (e.g., instructor-led, computer-based/web-based, distance-learning, blended, tele-teach). Produce design documents.
- Author and edit interactive and engaging instructional materials with assessments in approved formats using a variety of tools and applications.
- Design and develop test plans and assessment devices to determine student achievement of instructional objectives.
- Develop all work products per approved formats, processes, and procedures.
- Implement Section 508 and Sharable Content Object Reference Model (SCORM) requirements as required.
- Receive comments from quality control and verification processes and address as required by established processes, or as directed
- Support project management processes and procedures as required:
- Attend various project meetings, as needed or directed.
- Communicate with all project stakeholders
- Contribute to, develop, maintain, and/or distribute project documentation, including but not limited to project charters, communication plans and logs, meeting minutes, deliverables, and project status reports throughout the project lifecycle as needed or directed.
- The lead project team from start to finish under the guidance of an ISD Ill
- Assign tasks to project team, track project status against a project I milestone schedule, provide constructive feedback to fellow contract team members related to project tasks and deliverables under the guidance of an ISD Ill
- Mentor lower-level ISDs to transfer knowledge and promote best practices
- Oversee work product development - ensuring completeness and accuracy as required
- Assign tasks and collaborate with functional leads to assign project teams as required
- Perform lead review on draft and final work products, offering professional expertise and constructive feedback per government regulations, approved formats, and best practices to improve the overall quality
- Review and approve deliverables prior to submission to the government
- Facilitate and assist in interfacing with clients and information gathering
- Oversee, and facilitate the project I milestone schedule
- Produce final Program of Instruction (POI) and/or final computer-based training product and deliver to proper government representatives
- Execute or coordinate corrections and responses to customer reviews and approval processes
- Other duties as assigned
- Bachelor’s degree with an emphasis in instructional design, educational technology, or related academic discipline
- Must possess three (3) to five (5) years of work experience in instructional design
- Experience working on a project team
- Ability to pass and maintain a Tier 1 (T1) Federal Investigative Standards (FIS) Investigation. A current adjudicated T1 FIS investigation or higher is preferred.

- Experience with agile methodology
Knowledge, Skills & Abilities:
- Thorough understanding of and ability to design for all levels of Interactive Multimedia Instruction (IMI)
- Thorough understanding of adult learning theories
- Be proficient with Adobe Captivate, Microsoft Office suite and incorporated programs to include Excel, PowerPoint, Word, and Outlook, and be able to troubleshoot basic computer hardware and software required for services being provided
- Read, write, and speak English fluently
- Possess excellent written and oral communication skills
- Possess strong critical thinking and problem-solving skills
- Ability to interface professionally with a wide variety of government customers
- Ability to comply with established, new, and changing requirements, regulations, processes and procedures
- Be self-motivated, detail-oriented and organized.
Working Conditions/Working Environment/Physical Demands:
- Duties are subject to change based on the needs of the government customer
- Services provided at a government facility
- The position may require occasional local travel
- Hours of operation are generally Monday-Friday between 0600-1700.
- Must prioritize work hours during the core hours of 0900 – 1500.
- Occasionally, project requirements and course or lesson reviews may require temporary adjustments in work hours
