Position Overview

The Office of Inspector General is seeking to hire a self-motivated, knowledgeable, ambitious, detail-oriented Investigative Team Leader to supervise for Bureau of Hotline and Intake in Springfield. The position recommends, analyzes, and implements ongoing development of the Department of Human Services (DHS), Office of Inspector General (OIG) Hotline; conducts highly sensitive and confidential investigative works pertaining to allegations of abuse, neglect, domestic abuse in a community setting, serious injuries, deaths, and financial exploitation including interviews of complainants by using investigative techniques and performing the investigatory function similar to that of taking initial written statements; writes, recommends, revises, and implements management and operational procedures for gathering and, compiling of relevant data and facts concerning the full range of intake received; reviews and assesses intakes received during working and non-working hours; maintains confidential files pertaining to allegations and incidents of abuse, neglect, domestic abuse in a community setting, serious injuries, and deaths; serves as liaison with the answering service to ensure intake taken during non-working hours are appropriately recorded; and assists the Training Coordinator in providing training programs and technical assistance to OIG, community agencies, state operated facilities, Network Managers and DHS personnel.

Job Responsibilities

  • Serves as an Investigative Team Leader.
  • Serves as full-line supervisor.
  • Conducts highly sensitive and confidential investigative works pertaining to allegations of abuse, neglect, domestic abuse in a community setting, serious injuries, deaths, and financial exploitation including interviews of complainants by using investigative techniques and performing the investigatory function similar to that of taking initial written statements.
  • Writes, recommends, revises, and implements management and operational procedures for gathering and, compiling of relevant data and facts concerning the full range of intake received.
  • Reviews and assesses intakes received during working and non-working hours.
  • Maintains confidential files pertaining to allegations and incidents of abuse, neglect, domestic abuse in a community setting, serious injuries, and deaths.
  • Serves as liaison with the answering service to ensure intake taken during non-working hours are appropriately recorded.
  • Assists the Training Coordinator in providing training programs and technical assistance to OIG, community agencies, state operated facilities, Network Managers and DHS personnel.
  • Performs other duties as assigned or required which are reasonably within the scope of those enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years college with course work in law enforcement.
  • Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in a law enforcement or investigative program.

Preferred Qualifications

  • Three (3) years of professional experience writing complex investigative reports.
  • Three (3) years of professional experience investigating allegations of abuse/neglect and or malfeasance/misfeasance for a public or private organization.
  • Two (2) years of professional experience reviewing and editing investigative reports of subordinates.
  • Two (2) years of professional supervisory experience assigning work, providing guidance to subordinates, recommending counseling and/or discipline following collective bargaining agreements, training staff, approving time off, and preparing and signing performance evaluations.
  • Two (2) years of professional experience in a public or private organization maintaining confidentiality and handling sensitive information with professionalism.
  • Two (2) years of professional experience attending criminal, civil or administrative proceedings and providing expert witness testimony for investigative results and/or assessments.

  • Requires the ability to travel.
  • Requires ability to meet all agency vaccine/health-related policies and guidance.
