This position is part of a team that implements and manages various systems and the data that supports the Department of Health and Statewide activities related to Environmental Public Health as well as other Public Health systems.
The impact of these systems and the data supported is across the department, across the state and at the federal level. Impact is to the public, Local Health Jurisdictions, laboratories, hospitals, clinics and the Centers for Disease Control and Prevention. The team will be working with various vendors and other state agencies as necessary to support this work.
This position is a technical support development position and is responsible for managing applications on a platform of technologies that is used across the agency to support family & community health improvement, healthy & safe communities, immunizations, nutrition services and COVID-19 vaccine & care coordination. This platform can be used to develop additional applications as necessary to adequately ensure the needs of DOH are met.
In this position, you’ll perform technical level work related to Application services, including application development, data management and system administration. You’ll develop and support enterprise wide application solutions ensuring that the applications being supported meet applicable state/federal security standards and are secure and stable.
This is full-time permanent position.
The duty station for this position is in Tumwater, WA. Telework (mobile work) is currently expected. When approved, the incumbent is expected to report to the duty station for work activities. Partial telecommuting may be an option subject to supervisory approval. It is anticipated that the incumbent would be expected to at the Tumwater, WA duty station for work activities 5 days weekly.

Duties Include
- Developing, testing, and maintaining agency and business unit applications, based on application design documents and/or existing knowledge base, using various technologies**.
- Configuring Internet Information Services in hosting environments to enable use of web-enabled applications by external or internal users and to ensure DOH security standards are met.
- Ensuring DOH standards for Security are adhered to for all products developed.
- Using database management software (MS SQL Server, MS Access, MySql, MongoDB) to design, develop, & maintain databases & applications using simple to highly complex database queries and statements.
- Compiling simple to highly complex procedures, user defined functions, and queries using database querying syntax that are well-structured and re-usable.
- Planning and developing test plans, cases and scenarios for all products developed or supported by the unit or as directed by management.
- Conducting system and Unit Testing for all supported systems or as directed by management.
- Using commercial testing tools, such as Microsoft Visual Studio Unit Testing, and Open Source tools to ensure code developed meets coding, security and functional testing requirements.
- Designing small to enterprise level N-Tier agency and business unit web applications that interact with multiple data source types, web services or data warehouses, from software requirements specifications and other related business analysis artifacts.
- Participating in small to enterprise level development projects for DOH supported applications and systems.
- Designing, implementing, and supporting pre-production environments such as development, test and quality assurance for small to enterprise level systems as directed.
- Solving IT problems, including defining & analyzing the problem, identifying & testing solutions, choosing & implementing the best solution, documenting the changes in the agency configuration management tracking system, and evaluating the outcome.
- Developing system and user documentation for supported systems by properly documenting code, functions and system processes.
**Technologies used include but are not limited to: MS Power Applications, NET Framework (C#, VB.NET, VB Script), .NET Core, JavaScript (JQuery, Ajax, Bootstrap, Angular), SalesForce, K2, ServiceNow, SQL Anywhere, MS SQL Server, HTML, CSS, XML, PowerShell and MS-Office.

Required Qualifications
- Option 1: Eight (8) or more years of professional experience in one or more of the following IT disciplines: consulting, analyzing, designing, programming, installing and/or maintaining computer software applications.
Or
- Option 2: An Associate’s degree or higher in Information Technology program or a closely related field; and six (6) or more years of professional experience in one or more of the following IT disciplines: consulting, analyzing, designing, programming, installing and/or maintaining computer software applications.
Or
- Option 3: A Bachelor’s degree or higher in Information Technology program or a closely related field; and four (4) or more years of professional experience in one or more of the following IT disciplines: consulting, analyzing, designing, programming, installing and/or maintaining computer software applications.
And
- Three (3) or more years, of experience in the software development field.
- Experience in the following
- Using Microsoft Visual Studio and other Software Development tools to develop and maintain division or agency level systems.
- Evaluating requirements, estimating development times, designing, developing, testing, implementing and maintaining .NET applications and web services, WCF, C#, .NET Framework, ASP.NET, MVC, Web Forms, JavaScript, JQuery, AngularJS, T-SQL using Software Management tools such as Team Foundation Server (TFS).
- Using Microsoft SQL Management tools to develop and maintain back-end codes and database objects.
