IT Planning, Policy & Performance Director Job at Health & Human Services Comm
Under the direction of the Director of Information Technology Business Operations (ITBO), the Director of IT Planning, Policy and Performance is responsible for the development of Health and Human Services (HHS) information technology system-wide policies, processes and procedures for the management of IT services. This position directs the completion of internal reports such as the Chief Operating Office Operational Plan, the System Services Agreements (SSA) and ad-hoc IT status reporting. The position establishes, with IT leadership, measurable performance metrics and provides key information to internal and external stakeholders. The position oversees the marketing and communication for IT services and IT content on the agency extranet and ensures that the information to end users is complete and accurate. Performs highly advanced managerial functions related to the daily operations and management of the division, establishing goals and priorities, and driving the execution of strategic and tactical roadmaps established by IT and program leadership. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
Directs the development and maintenance of HHS IT policies, processes, and procedures to reduce variability and gain efficiencies. Plans and develops a central repository of IT policies, processes and procedures, ensures quality of documentation, and ensures corrective action plans are complete and/or improve documentation. Plans and directs the development and implementation of templates, standards, and trainings to assist in improving quality and efficiency. Develops the unit’s policy planning and coordination activities to include creating work plans and timelines. (25%)
Directs the marketing and communication of user-facing services provided by HHS IT, including the branding and content for the division SharePoint site, creation of monthly newsletter and IT Alert communications, and other staff engagement activities. This also includes maintaining and serving as the point of contact for the division Support Services Agreement that provides users a list of IT services information on availability and performance levels, relationship to other services, owner/performer, who can access the services, and how the services can be accessed. (20%)
Directs the definition and measurement of relevant performance indicators (across HHS IT and appropriate partners and vendors), including establishing baseline data; systematically gathering and reporting performance against chosen indicators; and analyzing root cause of deviations; and identifying and implementing performance improvement actions within HHS IT. (15%)
Directs the development of high-quality internal reports, coordinates timely review cycles by all appropriate stakeholders, and ensures documents reach the right people and places on time. Coordinates with appropriate stakeholders (IT management, project sponsors and staff, and customer liaisons) across the HHS system. (15%)
Directs process improvement activities within HHS IT by reviewing deliverables for fitness and content; monitors, analyzes, and acts upon deviations from requirements. (10%)
Develops employee skills and build staff expertise through technical guidance, performance reviews, mentoring, succession planning, and application of other leadership principles. (5%)
Directs the IT extranet and intranet presence and ensures content is accurate and relevant for end users. Develops, implements and maintains framework for IT content. (5%)

Overtime and work on weekends required occasionally to manage workload.
This position can telework 80% from any location in Texas consistent with HHS telework policies. Applicants from outside Texas must be willing to relocate within 30 days of hire.
