This Program Management position will lead the Production Program for Commercial Mobile Satellite Equipment (MSE). The successful candidate will have a well-rounded background in program management and production operations, overseeing the activity necessary to build several thousands of key communications equipment across a number of different MSE. The Program Manager provides line of sight to program business objectives and facilitates the delivery of Cost, Schedule, and Technical Performance. Focus will be on the execution of the program, working closely with technical teams and leaders to set priorities across the program to ensure contractual commitments are upheld and building a relationship with the customer. The PM will support financial performance tracking, budget and schedule estimation and creation. In this role you will work cross-functionally within LM and the LMGI partners to build a team capable of delivering products on time and on budget. The successful candidate will organize a diverse, international team of staff and subcontractors to execute the commercial product offering.

In this role, you will be responsible for the following:
- Overseeing the technical planning and execution of the program.
- Managing the program budget and schedule.
- Acting as the primary liaison to the customer, utilizing excellent customer interface skills.
- Developing and implementing risk mitigation strategies.
- Driving and participating in the negotiation of contracts and contract changes.
- Ensuring crisp communication/status up and down the organization, with our international team, and customer.
- Bringing customer challenges to the team for ideas/resolution.
- Ensuring effective risk and opportunity management.
- Working across multiple geographic locations to include Valley Forge, PA, Rockville, MD, and Japan.
International travel will be required in this role.

Basic Qualifications:
- Proven experience in Program Management and/or Control Account Management (CAM) preferably including any or all of the following: creating and managing to budgets and Integrated Master Schedule (IMS), Variance Analysis Reporting (VAR), and Earned Value Techniques.
- Experience managing geographically dispersed teams with a record of delivering results.
- Prior experience in production, manufacturing, or production start-up.
- Hold or be able to acquire a valid US Passport and ability to travel internationally.
- Ability to work flexible hours to support meetings on international working hours.
- International Program Management experience with Firm Fixed Price and Direct Commercial Sale contracts.
- Oversee projects with high subcontractor/vendor volume.
- Knowledge of electronic component manufacturing operations, supply chain activities, and global distribution.
- Demonstrated experience with Lean manufacturing concepts and cost reduction with an understanding of business metrics to drive performance.
- Experience with test development, knowledge and experience with electronic circuits, automated test software, and manufacturing test environments.
- Effectively led briefings and strategy meetings for senior/executive management and customer representatives.
- Background in software, systems or hardware engineering in ground or space.
- Knowledge of telecommunication LTE technologies.
- Strong organizational skills.
- Knowledge and/or familiarity with Japanese business customs and culture.
- New business, proposal or capture experience.
- Successful International capture and business experience building strategic plans, roadmaps, and gap analyses and building new business or leading proposals.
- Advanced business acumen including the ability to investigate, comprehend, and interpret complex business challenges, and think and act both strategically and tactically.
- Lean/Six Sigma Certification (Black Belt, Green Belt).
- Experience manufacturing circuit card assemblies.
- Knowledge of IS09001 Process and Audit preparedness.
- Strong leadership skills, profit and loss leadership skills and business acumen.
- Excellent customer interface/relationship skills.
- Technical background, preferably knowledge of telecommunication technologies.
- Demonstrated ability to set both strategic and tactical direction.
- Demonstrated ability to effectively lead change, identify issues, work with stakeholders and work issues to resolution.
- Demonstrated conflict resolution skills and the ability to build respectful working relationships.
- Demonstrated excellent written, verbal, and visual communication to both technical and non-technical audiences.
- Prior successful contract negotiation experience.
- Experience in working with or leading large subcontract efforts.
- Demonstrated successful management of contracts, preferably commercial and/or fixed price.
