The Equitable Growth, Finance, and Institutions Practice Group (EFI) is one of the World Bank Group’s four Practice Groups. EFI’s mandate is “Growth, Finance, and Institutions for all.” Our approach is to leverage public and private sector expertise, together with International Finance Corporation (IFC), to support a data-driven reform agenda. EFI supports clients in advancing evidence-based structural reforms to build the foundations for inclusive and sustainable growth.

EFI is composed of four Global Practices (GPs), the Prospects Group, and CGAP:
  • The Macroeconomics, Trade and Investment (MTI) GP supports sound fiscal frameworks and fiscal risk management as well as better institutions and capacity on debt management to improve efficiency of public spending and support macroeconomic stability.
  • The Finance, Competitiveness and Innovation (FCI) GP, consisting of two directorates (the Finance directorate, and the Trade, Investment and Competitiveness (TIC) directorate) aims to support client countries to create an enabling environment in which financial stability, efficiency and firm-level solutions are provided in an integrated way to crowd in the private sector, support the creation of markets, and accelerate equitable growth.
  • The Governance GP (GOV) helps countries build capable, effective, accountable, transparent and inclusive institutions that deliver citizen-centric services, facilitate private-sector growth and build trust in Government; and provides fiduciary support to all Bank operations.

• The Poverty and Equity GP – consists of micro, labor and development economists to build the evidence base, provide advice and operational support to ensure country policies and WBG interventions are inclusive.

• The Poverty and Equity GP supports the design, implementation and monitoring of the WBG and client countries’ policies and programs aimed at poverty reduction and shared prosperity.

  • The Prospects Group provides analysis on global economic and financial developments and their impact on emerging market and developing countries. It is responsible for the publication of the Global Economic Prospects report, the Commodity Markets Outlook and Global Monthly.
• CGAP is a global partnership of more than 30 leading development organizations that works to advance the lives of poor people through financial inclusion. Using action-oriented research, CGAP test, learn and share knowledge intended to help build inclusive and responsible financial systems that move people out of poverty, protect their economic gains and advance broader development goals.

EFI supports clients in advancing evidence-based structural reforms to build the foundations for inclusive and sustainable growth. The three ways we achieve this are through: (i) multi-sectoral structural reforms for jobs and growth - legal, regulatory, policy and institutional reforms across all sectors and effective resource management; (ii) evidence based targeted policies to reduce poverty, increase shared prosperity and resilience; and (iii) effective resource mobilization - domestic resource mobilization, through good fiscal policies, the development of domestic banking sector and local capital markets, FDI (and portfolio flows), and development finance.

EFI is seeking a KM Analyst to join the EFI Strategy and Operations Unit (EFIOS), with a focus on data analytics.
The EFIOS unit is responsible for supporting EFI management and task teams to enhance the quality and impact of EFI activities. The unit has three clusters: (i) strategy, operations, and corporate reporting; (ii) knowledge management and learning; and (iii) trust funds and partnerships.

Responsibilities:

The KM Analyst will report to the unit Manager and serve as part of the EFI Knowledge Management and Learning (KML) team. Overall, the EFI KML team aims to facilitate knowledge curation and exchange across global and regional teams so that key lessons and best practices are captured, transferred to clients, and applied to new engagements. The KM Analyst will work to support the GP global teams to implement various aspects of the data analytics program and support selected strategic initiatives across EFI.

Specific roles and responsibilities include but are not limited to:

Operationalize the EFI Data360 Platform:

The TCdata360 and GOVdata360 are external portals that allow government representatives, policy makers, and other stakeholders to surface relevant policy-informing research products such as datasets, toolkits, and thematic reports through a curated, data-driven Web interface. EFI is currently in process of expanding these portals into an EFI Data360 - a next-generation open data and information platform across EFI technical areas. The KM Analyst will be responsible to:

  • Support the TC and GOV Data360 data portal updates, data pipelines, monitor performance, usage, adoption, etc.;
  • Develop the requirement specifications for an expanded and enhanced version of the EFI Data360 platform;
  • Coordinate and oversee technical implementation and launch of the new EFI Data360 platform with ITS, DEC and other internal service providers;
  • Collaborate with the EFI business units to collect and evaluate new data sources and their fit for inclusion in the platform;
  • Establish data and platform maintenance protocols; evaluate, document, and automate curation processes such as data capture and ingestion, transformation, quality control and dissemination;
  • Design and execute an effective learning plan to facilitate adoption of the platform.

Knowledge and Operational Solutions:
  • Develop new operational quality enhancement tools across EFI, e.g., mission talent alignment, expertise locator, portfolio monitoring, etc.;
  • Support the EFI global and regional data analytics ASA tasks, e.g., machine-learning, semantic analysis, topic classification, data visualization, etc.;
  • Guide and support the EFI task teams on tools and solutions for the ASAs

Data Analytics and Visualization:
  • Develop creative EFI KM products using data visualization tools (e.g., Tableau, infographic etc.) to ensure effective and impactful outreach.
  • Develop and analyze surveys

Selection Criteria

  • Master’s Degree in a relevant discipline (e.g., knowledge management, information management, organizational development, library sciences, etc.) plus a minimum of 2 years relevant work experience; or a Bachelor's degree in a relevant discipline and 4 years of work experience;
  • Understanding of how information and knowledge services can support, facilitate, and enhance the activities of users, teams, and staff at the Bank;
  • Experience in various aspects of data engineering and science: a creative problem solver with a strong understanding of statistics and solution design;
  • Excellent working knowledge of either Python or R;
  • Working knowledge of relational and non-relational database and related approaches to large scale computing using cloud-based technologies;
  • Working knowledge of web-based interactive visualization and development tools such as PowerBI, Power Automate, and Tableau;
  • Excellent writing and editing skills, with a strong command of English and an ability to convey complex ideas in a clear, direct, and lively style;
  • Ability to use strong interpersonal and teamwork skills to cultivate effective, productive client relationships and partnerships and generate excitement around data;
  • Ability to solve problems, with strong investigative and research skills;
  • Ability to work independently and take the initiative, seeking guidance as needed.
  • Ability to prioritize, work well under pressure and capably handle/juggle multiple tasks within tight deadlines;
  • High degree of self-motivation, dynamic positive attitude, commitment, and drive.
  • Strong research and analytical skills with the ability to synthesize knowledge from diverse sources of information.
