GENERAL DESCRIPTION


Under direction of the Laboratory Bacteriologist, this position requires the ability to perform a combination of manual and technical duties, both indoors and outdoors.

Essential Duties


  • Primary duties include the collection of wastewater samples, to include composite and grab samples, throughout the wastewater treatment facility and perform chemical and bacterial analysis in accordance with applicable regulations and procedures.
  • Interacts with customers to receive compliance potable water samples for microbiological analysis, including liquid hauled waste transported to the treatment facility for disposal.
  • Performs certified bacteriological analysis for community, non-community, and private water companies.
  • Checks, calibrates, maintains and assures the accuracy of all laboratory equipment to ensure reliability of all tests performed.
  • Cleans and sterilizes laboratory equipment, utensils and facilities.
  • Assists in maintaining quality assurance plan, quality control records, and accurate data relative to all samples and analysis performed.
  • Transposes analytical date from bench sheets to electronic formats for reporting purposes and notifies supervisor of any unusual test results to insure efficiency of the wastewater treatment plant and the public water systems.
  • Conducts pretreatment inspections of industrial and commercial users to ensure compliance.
  • Updates and maintains SDS manual and SOP procedures.
  • Ensures proper disposal of hazardous chemicals.
NON-ESSENTIAL DUTIES

May serve on various employee committees, as required and assigned.

Minimum Qualifications

This position is subject to the City of Hobbs’ Drug and Alcohol Testing Policy which includes one or more of the following: pre-employment testing, post accident testing, random testing, reasonable suspicion testing, return to duty testing and follow-up testing.

MINIMUM QUALIFICATIONS

Education and Experience:

Graduation from high school or GED equivalent required. Associates degree in chemistry, microbiology or related field preferred. Two years of experience in standard laboratory tests, instrumental analyses or related field required.

Six (6) months laboratory experience including certification as Sate of New Mexico Wastewater 4, or Wastewater Lab Tech 3, may be substituted for degree.

One (1) year laboratory experience, including certification as State of New Mexico Water 3, or Water Sampling Technician 2, may be substituted for degree.

Skills, Knowledge and Abilities:

Basic knowledge of scientific methods, laboratory safety, sterile techniques, contamination control, laboratory equipment, quality assurance, and quality control.

Knowledge of principles, practices, and techniques of bacteriology and chemistry.

Knowledge of operations and care of standard chemical laboratory equipment.

Ability to perform standard chemical and bacteriological tests accurately and evaluate and interpret results.

Ability to read and interpret various reports, and learn mathematical formulas.

Ability to learn procedures in the Standard Methods book.

Ability to utilize spreadsheets and database programs.

Ability to work independently and to complete daily activities according to work schedule.

Ability to effectively communicate orally and in writing.

Ability to understand, follow and transmit written and oral instructions.

Ability to establish and maintain effective working relationships with Utilities personnel, Septic haulers, regulatory officials, vendors, and general public.

LICENSING AND CERTIFICATIONS

Valid state issued drivers license.

Ability to obtain and maintain Wastewater Lab Tech 3 certification and Water Sampling Tech 2 certification according to the City of Hobbs Utility Department Certification and Training Policy and the New Mexico Administrative Code 20.7.4.22.

  • The City of Hobbs will provide 80% to 90% Heath Insurance Coverage from Single to Family coverage.
  • Employees are eligible for 100% short-term disability coverage provided by the City of Hobbs.
  • Employer PERA contributions 13.8% for general, 17.775% for HPD, 29.90% for HFD.
  • CDL pay - $6,000 per year.
  • PTO accruals start at 12 hours per month (144 hours per year) and increase to 20 hours per month (240 hours per year) at year 21.
  • Bilingual Pay - $1,500 dollars per year.
  • Education Incentive - ($1,000 to $6,000 dollars - Associates thru Masters, relevant to position).
  • Longevity Pay - 10 years to past 25 years.
  • 11 Paid Holidays.
  • Bereavement Leave - 5 days per calendar year.
  • Military Leave - (120 hours per year for general, 183.75 per year for HPD, 360 hours per year for HFD).
