Job: Lead Health, Environmental & Safety Specialist

Department: Manufacturing

Description:

The Lead Health, Environmental & Safety Specialist provides daily site support through guidance in the Environmental, Health, Safety, and Security disciplines. Actively maintains and participates in the Intellius Management System and associated initiatives. Supports the site Voluntary Protection Program, facilitating the site safety committee and VPP projects, team EH&S inspections, and annual assessments. Assists in injury case management and incident investigations. Actively participates in the site's Contractor Safety Management Program. Drives or participates in the management of the site Emergency Response program and required training in accordance with OSHA, Oyster Creek Industrial Park, and Braskem requirements, including maintaining appropriate records. Manages the site Emergency System(s) inspection, testing, and preventative maintenance intervals; managing system deficiencies and repairs. Drives or participates in development and execution of EHS required training such as life critical standards.

Responsibilities:

  • Serves as site technical/professional support on all Environmental, Health, Safety, Security and Emergency Response issues.
  • Supports the line organization, plant functional teams and contractors in the field via direct involvement in routine and non-routine work activities.
  • Be a visible presence in the field to promote good health and safety practices
  • Manages and supports site's emergency response organization and Fire Protection System by scheduling and overseeing all training, drills, exercises, inspections, and maintenance.
  • Oversees and conducts all required inspections for Environmental, Health, Safety, and Security programs.
  • Contract Administrator for Safety and Emergency Response Equipment inspections or services: conduct pre-conferences, schedule, and oversee work.
  • Coordinates Safety and Health activities with other staff including the training department, PSM group, emergency response personnel and the Braskem America HES organization.
  • Facilitates and supports site's OSHA VPP Team.
  • Develop and deliver training on Health and Safety topics, as necessary.
  • Maintain up-to-date and compliant manuals, policies, procedures, and record keeping, and make appropriate changes/improvements to meet regulatory requirements.
  • Manages site Safety Management System (TIPPS program): Site SME, develops and administers TIPPS training as needed. Manage TIPPS site accounts, run reports as needed.
  • Manages site PPE program: manage site PPE glove program; order specialized PPE for Operations/Maintenance, recommend PPE based on specific work hazards; assist warehouse in the purchase of correct PPE.
  • Participates or leads incident investigations, ensure lessons learned are shared and that preventive actions are closed out and documented.
  • Participates or coordinates formal and informal Safety & Health audits/assessments of safety, security, emergency response, facility and compliance related programs and procedures.
  • Oversee IH contractor sampling activities.
  • Monitor handheld multi-gas monitor website for reports for equipment errors and alerts. Relay critical data/information to operations to improve atmospheric testing/sampling activities.
  • Communicate with ISNet Sales Account Manager and technicians as needed.
  • Manages site radio program.
  • Provides EH&S representation in turnaround and project planning to facilitate incorporation of EHS considerations and activities into project development and execution.
  • Assists the Radiation Safety Officer for the site.
  • Assist with the completion of various reports such as Air Emissions Inventory, Toxic Release Inventory, NSPS VV/DDD, HRVOC, Title V deviation reports, and Annual Waste Summary to submit to regulatory agencies.
  • Support operations on issues related to flares and waste management.
  • Interface with regulatory agencies, schedule any required testing, and provide additional follow-up documentation as required.
  • Assist with the site Leak Detection and Repair (LDAR) program as required.
  • Interface with Industrial Park HES representatives, as necessary.
  • Regularly works in SAP/COUPA to enter Purchase Requisitions and Purchase Orders.
  • Other duties as assigned.

Required Skills, Education, and Experience:

  • Self-starter, ability to plan/organize tasks and consistently produce results with minimal supervision.
  • 7+ years of experience within chemical manufacturing industry in either EHS, Operations, or Maintenance teams.
  • 2+ years of experience within the EHS field.
  • Demonstrated Knowledge of Federal (EPA / OSHA) and State Environmental (TCEQ), Health, and Safety Regulations.
  • 2+ years as Contract Administrator (focal point) for Safety and Emergency Response Equipment inspections or services: conduct pre-conferences, schedule, and oversee work.
  • 2+ years of demonstrated experience in a site's Fire Protection System Program, ie., sprinkler, fire, and water alarm systems
  • 2+ years of delivering training on Environmental, Health, and Safety Health topics to site teams.
  • Demonstrated leadership, interpersonal, communication, and team building skills
  • Ability to effectively lead, influence, and do work across organizational boundaries, which include maintenance, operations, capital, and contractors.
  • Proficient in MS Outlook, Word, Excel, and PowerPoint. Ability to develop PowerPoint presentations.
  • Member of the site Emergency Response Team.
  • Available on nights, weekends and as needed when required.

Preferred Skills, Education, and Experience:

  • Bachelor of Science in Environmental, Occupational Health, and/or Safety or equivalent experience in Chemical Manufacturing.
  • CSP, ASP, OHST, SMS, CHMM, or CIH certifications a plus.
  • Demonstrated experience holding contractors accountable to schedule, cost, and quality.
  • Demonstrated entrepreneurial tendencies acting as a business owner for his/her area of responsibility.
  • Experience in SAP/Coupa a plus.
  • Emergency response experience a plus.
  • VPP experience.
