Salary Range: $81,410.08 - $122,121.12
This is an exempt (salaried) position
Pay rates are based on education, skill, experience level and internal equity. Internal equity considerations include an assessment of the applicant’s salary history and qualifications in comparison to the market rate and requirements for the job.

Position Summary
The Human Resources Manager is primarily responsible for performing all aspects of training and organizational development for the library. The Human Resources Manager must be prepared to work independently and collaboratively as part of a team in all aspects of human resources. The HR Manager supports the needs assessment for training and staff development to enhance the effectiveness of employee performance in achieving the goals and objectives of the company.
Essential Functions
- Identify training needs, recommending, and implementing solutions, evaluating, and measuring effectiveness through data analysis.
- Develop learning concepts, collaborate internally and externally to implement.
- Design and develop content and support tools for a variety of delivery platforms including but not limited to instructor-led, eLearning and self-paced web-based training.
- Work with managers to develop performance improvement measures and arrange training to help employees maintain and improve job skills.
- Plan and execute initiatives to implement and integrate a culture of learning.
- Facilitate virtual and in-person training.
- As assigned, conducts employee investigations, interviews, and develops recommendations in accordance with library policy.
- Participate in resolving operational or interpersonal concerns; participates in training, meetings, and on committees as assigned.
- Oversee employee labor laws and regulations to assure compliance.
- Assist in the development and implementation of personnel policies and procedures; prepares and maintains Personnel Policy Manual.
- Coordinate recruitment efforts for all exempt and non-exempt staff with Mecklenburg County partners.
- Facilitate new employee orientation/onboarding.
- Demonstrated ability to identify organizational strategies and solutions to business challenges.
- Supports the development and integration of human resource learning programs and employees to achieve strategic business goals and operational objectives.
- Partner with Library leaders in creating, coordinating, and delivering robust leadership development programs.
Minimum Qualifications
Experience:
Minimum of four (4) years of experience in training and/or organizational development with a minimum of two years of human resources generalist experience or related experience.
Education:
Bachelor’s degree in Business Administration, Human Resources, Instructional Design, Learning Management, or a related field.
Combination of relevant education and relevant experience accepted?:
Licenses and Certifications
- Annual Motor Vehicle Record (MVR) check required

- Comprehensive and thorough knowledge of federal, state, and local employment laws as they apply to public sector employers

- Proficient in various computer applications including Microsoft Office Suite
- Intermediate in Microsoft Excel
- Proficient in various learning, development, and instructional design applications
Work Environment
Works in an office setting with moderate noise
