Under the supervision of the CTR Manager, performs duties relating to the counseling of clients regarding HIV/STI infections, testing, linkage to care and other supportive services.

Duties include but are not limited to the following:

• Conduct pre- and post-test counseling sessions with clients pertaining to HIV/STI transmission, risk reduction options, testing options and social service referrals.
• Develop risk reduction plans for all clients seeking HIV/STI counseling and testing services.
• Refer and track clients in need of internal/external services.
• Conduct HIV/STI testing utilizing universal precautions and conform to all state regulations regarding testing.
• Work closely with Community Health Workers and clinic staff to link HIV/STI positive clients to primary medical care and other necessary supportive services.
• Link high-risk negative clients to supportive services including PrEP as appropriate.
• Complete all documentation associated with testing activities within a pre-specified timeframe.
• Establish, maintain and update client case records using approved agency forms and procedures.
• Ensure confidentiality of all records.
• Drive CTR mobile unit.
• Conduct street outreach.
• Prepare monthly reports in accordance with agency policies and procedures.

  Successful and demonstrated completion of NJDHSS-DHSTSHIV Basics Core Series
• Successful and demonstrated completion of Rutgers Alere and INSTI Proficiency training.
• Bachelor’s degree plus one year of experience in HIV/AIDS, education or related field. A candidate who has no degree but seems exceptionally suitable will be considered if he/she can demonstrate additional years of relevant experience in exchange for the educational requirement.
• Must be knowledgeable about HIV/AIDS prevention in diverse communities including among MSM of color, women of color, injection drug users, and persons who exchange sex for resources.
• Training as an HIV antibody test counselor and/or at least one year of experience providing HIV test counseling.
• Phlebotomy certification
• Training and experience in a helping field (psychology, social work, counseling).
• Experience with and dedication to pursuing cultural competence with the populations of clients to be served.
• Comfort with and knowledgeable with discussing sex frankly using everyday language.
• Must have a valid NJ driver’s license with a good driving record.
• Demonstrated ability to work with people from diverse backgrounds and interests.
• Successful completion of NJDHSS-DHAS Counseling & Testing course.
• Ability to work flexible hours, including evenings and weekends.
