The Employee shall be responsible for performing mail functions, including sorting, metering, distribution, delivering, and redirecting.
The Employee shall weigh, mark and meter all outgoing mail. Outgoing mail is defined as mail leaving Aberdeen Proving Ground. The Employee shall confirm that the address on all outgoing mail is completed in accordance with the appropriate regulation.
All types of mail are required to be processed to include letters, flats, Express, Priority, Certified, Insured, Registered, etc. Signature authority for accountable mail pickup and delivery will be controlled by the Mail Center. Distribution will include incoming mail and internal correspondence. The Employee shall distribute all mail by either placing in distribution boxes located in mail centers or delivering to Garrison and paying Tenants/Garrison Supported Organizations (GSO).
There are about 125-135 distribution boxes in the Aberdeen Area and 25-35 distribution boxes in the Edgewood Area that are currently in use. Mail will be delivered once a day, five times a week, in the morning with stops in both the Aberdeen and Edgewood areas. The Employee shall be responsible for picking up incoming mail once in the morning and delivering outgoing mail once in the afternoon to the USPS.
Delivery shall be completed in accordance with the delivery schedule provided by the Installation Postal Officer, who is a DoD employee, on a recurring basis as stops are added to or removed from the delivery schedule. Deliveries shall be conducted using government owned GSA vehicles. The Employee is responsible for ensuring these vehicles remain in working condition. This may include keeping the vehicle fueled, keeping air in the tires, and taking vehicle to motor pool for preventative maintenance.
The Employee is responsible for redirecting incorrectly addressed mail. This involves conducting computer searches in the government software program or address listings, and reprocessing the mail with the correct address. Employees will also be responsible for metering outgoing mail on a mail metering machine and they will be required to scan all incoming mail using an x-ray machine. Training will be provided by the Mail Center for operation of metering and scanning equipment.
Employee shall perform general housekeeping to include but not limited to keeping sorting area and mail metering tables clean and free from debris and dirt, carrying boxes, recyclable paper, and expired newspapers to the recycling container, keeping dock area swept and clear of snow, ice, etc.
Employee is responsible for providing administrative services and processes to support the records holding area, publications management, and operation of the Edgewood Area Mail Room. Employee shall assist in placement and removal of official records in the records holding area. Employee shall assist in publication management requests from customers. These will be ordered, shelved, and distributed as required. Employee shall operate the Area Mail Room. Employee shall receive mail and distribution from tenant customers ensuring outgoing mail is taken to the Aberdeen Area Official Mail Center for metering.
Must be able to obtain a SECRET security clearance to handle and process official mail. Personnel must be capable of lifting and handling, filled mail bags, bulk parcels of mail and bulk quantities of forms and publications weighing approximately 70 lbs. Personnel must be physically able to push a loaded all-purpose container with a maximum weight capacity of 1,200 lbs. Personnel must be physically able to climb at least three flights of stairs with mail.
Personnel must have a valid state driver's license and insurance and shall possess computer skills needed for mail operations.
