DDSHS ESA Management Analyst 4 - Organizational Support Analyst

The Community Services Division (CSD) within the Economic Services Administration (ESA) has an opportunity for an Organizational Support Analyst (Management Analyst 4).

In this role, you'll report to the Deputy Director of Headquarters Operations for CSD. The Organizational Support Analyst provides senior-level professional analyses to management, staff, and customers regarding complex issues that impact programs and policies. You will assist the Deputy Director by developing a portion of, and/or monitoring, evaluating, or coordinating assignments for social, financial, or health services programs, projects, or the program policies and procedures.

You will participate with executive leadership in developing strategies for the use of available resources, defining organizational needs and priorities, long-range planning, and establishing goals and objectives.

Some of what you'll be doing:


  • Collaborate with internal CSD teams and workgroups to identify existing resources and plan components including strategic competencies, recruitment, selection, onboarding, training, career development, employee engagement, inclusion, diversity, retention, and succession planning.
  • Conduct and present research findings, recommendations, and feasibility studies to management regarding multidimensional issues which cross departmental lines and do not have readily available solutions.
  • Serve as an expert and lead consultant to the Deputy Director and CSD Leadership Team in support and analysis of the development of CSD Headquarters operational policies and procedures and implementation and management of headquarters business operations and systems.
  • Develop, oversee, monitor, track, and implement work plans, project plans, and performance metrics in support of a comprehensive and cohesive workforce plan.
  • Coordinate and implement business activities to support short and long-term strategic plans.
  • Serve as the lead in the development and coordination of the Headquarters Operations Organization Support.

  • Knowledge of:
    • Project management principles and techniques
    • Public assistance policies, CSD procedures, and CSD Field Service Delivery in CSO/Call Center environment
    • Monitoring and evaluating program techniques
    • Process improvement facilitation techniques
    • Workgroup/Team facilitation
  • Experience with:
    • LEAN principles and tools
    • Computer systems used by CSD including ACES Mainframe, ACES Online, ACES 3G, eJAS, and Barcode applications
    • Using data, technology, and research effectively to assess service delivery gaps and deficiencies
  • Ability to:
    • Analyze data, develop alternative solutions, and make decisions about complex operational systems and issues
    • Communicate effectively
    • Perform under pressure; manage multiple tasks/project efficiently and effectively apply time management skills
    • Demonstrate core values of Excellence in Service, Respect, Diversity, and Accountability
    • Use independent judgment while maintaining confidentiality
  • Skills to:
    • Plan and manage time effectively and identify and handle competing priorities
    • Develop innovative ideas that provide solutions

Who should apply?
Professionals with a Bachelor's degree in business administration, public administration, law, public health, health administration, or a related field and at least four years of experience conducting research and analyzing policies, laws, rules, or regulations or a comparable combination of graduate education and experience.
