Manager of Human Resources Job at Los Angeles Police Federal Credit Union
As a member of the leadership team, the Manager of Human Resources plans, organizes, directs, and controls the day‑to‑day operations of the human resources department to ensure maximum and effective service is provided at minimal costs. This position is responsible for ensuring that all associates in their functional areas understand the importance of complying with internal control procedures and ensuring that human resources functions are uniformly applied, operate within the policies and guidelines established, and comply with regulations. The Manager of Human Resources coaches, trains and supervises department staff, and implements the corporate mission, core values and long-term objectives through demonstrated leadership skills. Areas of responsibility include employer of choice culture, recruitment and staffing, employee relations, benefit administration, employee retirement plan administration, compensation administration, employee orientation, development and training, performance management, total rewards, wellness and safety, and regulatory compliance.

Essential Duties
- Supervise daily operations of the department, including personnel management and compliance.
- Implement and ensure compliance with our Service Promises, as measured by the Quality Loop and Internal Service Survey.
- Oversee recruiting, hiring, and performance management of immediate staff as well as the overall credit union staff, including interviewing, hiring, training, evaluations, and terminations.
- Coach, train and directly supervise three associates.
- Assign, direct, coordinate, support and review work performed by human resources staff.
- Create and implement associate development and engagement practices to effectively develop associates, identify areas for improvement, and facilitate appropriate coaching.
- Analyze human resources compliance; develop and implement methods to assure consistent compliance with required regulations and internal policies.
- Implement individual, department, and/or organizational goals, analyze activity, train staff to achieve their goals, and create and oversee methods to improve goals.
- Contribute to the formulation of departmental goals, budget, strategies, operating policies and procedures, and direct implementation of approved changes.
Additional Duties
- Collaborate and strategize with other Departments to ensure smooth operations of the Credit Union.
- Conduct periodic meetings with department staff.
- Maintain a high level of knowledge and procedural expertise in all functions to assist subordinates, supervisors, and other Credit Union staff with technical problems.
- Review journals, articles, publications, and other material to review regulatory changes pertinent to human resources and employment law and to ensure that department policies and procedures comply with all applicable laws and regulations, including: ERISA; HIPAA; ADA; FLSA; DOL; DFEH; FMLA; CFRA; PDL.
- Ensure privacy and accurate maintenance of all associate information, including database, files, and reports.
- Handle unusual requests, complaints, resolve non‑routine problems.
- Other duties and special projects as assigned.
Experience
5 to 8 years of similar or related demonstrated managerial experience required.
Education
Equivalent to a college degree (BS or BA in a relevant field) and/or equivalent experience is required.
Interpersonal Skills
A significant level of trust and diplomacy is required, in addition to normal courtesy and tact. Work involves extensive personal contact with others and is usually of a personal or sensitive nature. Work may involve motivating, influencing or training others. Outside contacts become important and fostering sound relationships with other entities (companies and/or individuals) becomes necessary and often requires the ability to influence and/or sell ideas or services to others.
Other Skills
- Demonstrated excellent verbal/written communication and organizational skills.
- Must be knowledgeable in rules and regulations governing IRA and savings accounts. Must also have working knowledge of regulations and laws governing human resources such as:

Certificates, Licenses, Registrations
- Professional Designation in Human Resource Management or PHR/SPHR/SHRM-CP/SHRM-SCP Certification preferred.
- If driving for company business, must have a valid California driver’s license and proof of current insurance coverage.
Language Skills
Fluent English language skills required. Ability to read, analyze, explain and interpret complex documents and concepts. Ability to respond effectively to sensitive inquiries or complaints.
